City of Hamilton City Council met April 2.

Here is the minutes provided by the Council:

The Hamilton City Council met in regular session at 7:00 pm with Mayor Walter Sellens, Aldermen Bob Eddings, Dave Bierbaum, Bill Johnson, Beverly Boone, Steve Schlatter, and Debbie Summers answering roll call.

Mayor Sellens led everyone in the “Pledge of Allegiance”.

Sellens asked for a motion to approve the minutes of the March 19, 2018 meeting. Bierbaum made a motion to approve the minutes. Summers seconded the motion. Roll was called with Eddings, Bierbaum, Johnson, Boone, Schlatter and Summers voting aye. Motion carried with 6 aye votes and no nay votes.

Sellens reported that the Geode Fest will be held September 28-30th at the Chaney Creek Boat Access.

Sellens reported that we received notification from FEMA that the Hancock County Hazard Mitigation Plan has been approved.

Sellens noted that he would be attending the Carl Sandburg College Presidential Candidate Forums being held in Carthage on April 4th, 5th and 11th. If anyone would like to join him please let him know.

Finance & Appropriations:

Eddings reported that the Finance committee held a meeting March 26th. He noted that the following budgets were presented: Fire, Building/Grounds, Water/Sewer and Administration.

Eddings reported that the Finance Committee will hold a meeting on April 12th at 6:00 pm following Health and Safety Committee.

Eddings reported that the City had received the following deposits:

•March 26$ 1,706.91Reimburse for Traffic Light Repair

•March 26$ 2,750.77Utility Tax

•March 26$10,275.06Utility Tax

Eddings made a motion to approve the Selected Check Registers. Johnson seconded the motion. Roll was called with Bierbaum, Johnson, Boone, Schlatter, Summers and Eddings voting aye. Motion carried with 6 aye votes and no nay votes.

Public Works & Buildngs:

Street:

Bierbaum reported that he would set a committee meeting after the next Council meeting.

Water/Sewer:

Schlatter reported that the following items were discussed at the March 22nd Committee meeting:

•Schlatter reported that Ordinance #15 Series 2008-2009 Providing for City to Maintain Water Line from Main to Curb Stop Shutoff for all Water Customers is needing to be clarified. The intent was to regulate the service line material used in Right-of Way and maintain such material, it is not intended to install those service lines. All lines for new construction should be installed by an Illinois licensed plumber.

•Preliminary engineering for Hwy 136 and Hwy 96 has been completed.

•IEPA has mandated a lead line service inventory to include what enters customers home.

•Reviewed Water and Sewer appropriations

Schlatter made a motion to clarify the intent of Ordinance #15 Series 2008-2009 was to regulate the service line material used in Right-of Way and maintain such material, it is not intended to install those service lines. Bierbaum seconded the motion. Roll was called with Johnson, Boone, Schlatter, Summers, Eddings, and Bierbaum voting aye. Motion carried with 6 aye votes and no nay votes.

Building And Grounds:

Johnson had nothing new to report at this time.

Health & Safety:

Summers reported that the Health & Safety Committee will hold a meeting on Thursday, April 12th at 5:30 pm.

Summers reminded everyone in the community, please remember to get your building and demolition permits before beginning your projects.

Mayor Sellens reported that we did not qualify for the grant to help take down some of the old houses. He noted that he has been contacted by individuals about the properties that we will be demolishing. He advised them that we will be putting them out for bid in the future.

Executive Session:

Bierbaum made a motion to go into executive session at 7:17 pm under exception 5 ILCS 120/2(21) Discussion of minutes of meetings lawfully closed under this Act. Johnson seconded the motion. Roll was called with Boone, Schlatter, Summers, Eddings, Bierbaum and Johnson voting aye. Motion carried with 6 aye votes and no nay votes.

Bierbaum made a motion to return to regular session at 7:30 pm. Johnson seconded the motion. Roll was called with Schlatter, Summers, Eddings, Bierbaum, Johnson and Boone voting aye. Motion carried with 6 aye votes and no nay votes.

Summers made a motion to approve releasing the following closed session minutes:

•March 7, 2016

•July 5, 2016

•February 20, 2017

•April 3, 2017

•June 5, 2017

•July 17, 2017

Bierbaum seconded the motion. Roll was called with Summers, Eddings, Bierbaum, Johnson, Boone and Schlatter voting aye. Motion carried with 6 aye votes and no nay votes. It was noted that February 15, 2016 would not be approved for release.

There being no further business to discuss, Summers made a motion to adjourn the meeting at 7:32 pm. Schlatter seconded the motion. Roll was called with Eddings, Bierbaum, Johnson, Boone, Schlatter and Summers voting aye. Motion carried with 6 aye votes and no nay votes.
