City of Dallas City Council met July 11.

Here is the minutes provided by the Council:

The Dallas City City Council held its regular meeting on July 11, 2018, at 5 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Lila Gittings, Esther Newberry, Harold Northup Jr., and Greg Olson.

Others attending the meeting were Anne Thompson, Stefanie Fenimore and an intern from Benton & Associates, Kenneth Foster, Chris Classen, and Mariah Wallace.

A motion was made by Newberry, and 2nd by Olson to accept the minutes of the June 27, 2018, meeting. Gittings, Newberry, Northup, and Olson Aye.

Stefanie Fenimore reported on the meeting at Pittsfield, IL, regarding obtaining financial aid for doing the boat dock repairs. She also reported that work on the sewer project began this week. The contractor expects to have the work on East Fourth Street completed this week. There will be a pay progress meeting on the first Thursday of each month at city hall at 3 p.m. until the project is completed.

Anne Thompson asked about getting the weeds mowed around the property at 486 Oak Street.

Chris Classen reported that the culvert has been put in the ditch on the west side of Cedar Street by the city hall. He also reported that a lift station pump had to be changed, and he is planning on rebuilding the pump that he took out.

Police Officer Kenneth Foster reported that Skylar Bruenger has resigned as a part-time police officer to accept a position with the Missouri State Highway Patrol. Mr. Bruenger will be reimbursing the city for the training that they have paid for and returning his city issued equipment and uniforms. Police Chief Smith has completed his Crisis Intervention Team training. Chief Smith will also be attending a training course to become a Juvenile Service Officer. Officer Foster reported that he has met with a resident regarding a parking situation along Walnut Street.

Discussed a property owner that has been burning garbage and is in violation of the nuisance ordinance.

Discussed a vehicle that has been sitting along a street.

The city attorney reported that nuisance ordinance violations have been filed against two property owners. Court dates have been set for both. Another violator has contacted her and asked for an extension of time, which was granted, to get her property cleaned up.

It was reported that the closing on the property at 40 West Second Street that the city is purchasing has been completed and the property has been deeded over to the city.

It was reported that the monitor for the security system has gone bad and will have to be replaced.

The new trash containers have arrived and been set out around town.

Discussed trees around town that need to be removed.

Since there were no protest submitted to the tentative appropriations ordinance, a motion was made by Newberry, and 2nd by Northup to pass Ordinance #643, Ordinance for Appropriations for the May 1, 2018, to April 30, 2019, fiscal year. Gittings, Newberry, Northup, and Olson Aye.

Discussed a property owner that would like water service. This property owner previously tried to get water service but could not obtain an easement that was needed. The necessary engineering work has been done. The city has no objections to this property owner running a water line to his property, but wants him to understand that he has to pay a water tapping fee and is responsible for the cost to run the water line from the water main to his property.

Discussed building a garage behind the water salesman for the police vehicles.

Commissioner Northup discussed the kids fishing tournament that is held every year. He would like for the city to consider sponsoring the tournament if the city's insurance will cover it.

Discussed purchasing a battery charged chain saw. A motion was made by Northup, and 2nd by Gittings to purchase a battery charged chain saw and an extra battery for approximately $200. Gittings, Newberry, Northup, and Olson Aye.

Discussed removing a portion of the center wall in the city hall building.

A motion was made by Northup, and 2nd by Olson to adjourn the meeting. Gittings, Newberry, Northup, and Olson Aye.

The meeting was adjourned at 6:28 p.m.
