City of Pittsfield City Council met Aug. 21.

The regular meeting of the City Council of the City of Pittsfield, Pike County, Illinois, was held on Tuesday, August 21, 2018, at 6:00 p.m. The meeting was held at the City Council room at 215 North Monroe Street. The following officers were present: Mayor John Hayden, City Clerk Cindy Prentice, and Aldermen Kevin Ketchum, Ed Knight, Paul Lennon, Robert Ritchart, Bill Scheiwe, Robert Wilson and Robert Wood.
Absent: Alderman Kevin Wombles
Mayor Hayden presided.
Alderman Ketchum moved to approve the minutes of the last regular Council meeting.
Alderman Knight seconded the motion.

Alderman Ritchart moved to accept the recommendation of the Zoning Committee to approve the Special Use Permit for Karen Fesler, owner of the property located at 407 East Benson Street in Pittsfield, for Angela Bullard to operate a nail salon on said property.

Peggy Westerhold addressed the Council on sidewalks in town. She thinks they are deplorable. She walks every day the weather is nice, and she feels like walking in the street is safer than walking on sidewalks. Mayor Hayden said the City budgets money every year for street and sidewalk repair. If there are specific areas she has in mind, please let us know. Street and Alley Foreman Jeff Griggs said the last few years they have focused on areas around the schools. Mayor Hayden said they have also been patching roads with concrete. Mrs. Westerhold said she thinks residents should be responsible for keeping trash, grass, cars, etc. off the portion of the sidewalk that is on their property. They should have 24 hours to get the snow off or be fined. She also said we have great drainage ditches here in town and wonders why the City lets trees ruin them. Mayor Hayden said the City regularly removes trees from the drainage ditches and S&A Foreman Griggs said in fact, they have had the work camp help them do it. She said there is also a tree at the corner of Orchard Street and Perry Street that she has to go out around when walking.
Alderman Lennon moved to approve Resolution No. 2018-4, a Proposed Amended Tax Increment Financing (TIF) District I Redevelopment Project for Ashron Inc.

Alderman Wood moved to approve Resolution No. 2018-5, A Resolution for the Tax Levy of.02% of the Value of all Taxable Property in the City as Equalized or Assessed by the Department of Revenue for Maintenance, Repairs, and Alterations of the Public Library Building and Equipment.

Alderman Ketchum moved to accept the recommendation of the Street and Alley Committee to post three 8-ton limit signs on the east side of the lake and to close the lake road on the east side of the lake October 15, 2018 to try to preserve the new road.

Mayor Hayden asked City Clerk Cindy Prentice to read a letter from the Illinois Association of Water Pollution Control Operators announcing the City of Pittsfield Wastewater facility is one of five facilities in Group 2 facilities statewide nominated for an award for “Best Operated Wastewater Treatment Works” to be presented by the IAWPCO during their annual conference on February 11-13, 2019. Mayor Hayden said the departments need a pat on the back for such a nice facility and he would like a few representatives to attend the meeting.
Street and Alley Foreman Jeff Griggs reported beginning at 7:00 a.m. tomorrow morning 356th Avenue will be closed for replacement of a 30” culvert. The County will be assisting with the repair and they anticipate the road being closed most of the day.
Gas and Water Foreman Bruce McKee reported the loop line from County water to the water plant is waiting for tapping saddles. The extension of the water line from Washington Street to Fayette Street along West Street is all permitted and waiting for property to be surveyed.
Alderman Knight reported the Illinois Department of Natural Resources has inserted 132 submersible fish structures at Lake Pittsfield as well as 6 PVC structures near the handicap dock.
Alderman Ritchart move to approve the Finance Committee Report and the Clerk be directed to issue the claims thereon.

Pike County Express Reporter Jim Filbert commented that the new lake road looks nice.
Chief of Police Kenny Yelliott announced there will be a retirement party for Officer Wayne Frisbie Thursday, August 30, 2018 at 9:00 a.m. at the Fire Department building.
Alderman Knight moved to adjourn this meeting at 6:22 p.m.
