Greenville City Council met July 30.

Here is the minutes as provided by the council:

Call to Order: 


A special meeting of the Greenville City Council was called to order on Monday, July 30, 2018 at 5:33 p.m. by Mayor Alan Gaffner.

Roll Call: 

Present:          Mayor Alan Gaffner, Councilman John Gillard, Councilman Mike Heath and Councilman Kyle Littlefield.

Also Present: City Manager Dave Willey and City Clerk Sue Ann Nelson.

Pledge:

The pledge of allegiance to the United States flag was recited.

Notice of Meeting: 

Notice of the special meeting having been given as provided by law, said meeting was called for consideration of the following agenda:

      1) Roll Call

      2) Pledge of Allegiance

      3) Public Comment

      4) Executive Session: Purchase of Real Estate, Section 2(c)(5);

                                          Sale of Real Estate, Section 2 (c)(6);

                                          Personnel, Section 2 (c)(1-2)

                                          and Pending Litigation, Section 2 (c)(11)

                                          of the Open Meetings Act

      5) Resolution of Support for Execution of Agreement to Purchase Royal Lake Water and Sewer District Assets

      6) Appointment of City Council Member

      7) Appointment to Boards and Commissions

Public Comment:

With no comments being expressed, public input was closed.

Adjourn to Executive Session:

At 5:34 p.m., motion by Gillard, seconded by Littlefield, to adjourn to Executive Session for Purchase of Real Estate, Section 2(c)(5); Sale of Real Estate, Section 2 (c)(6); Personnel, Section 2 (c)(1-2) and Pending Litigation, Section 2 (c)(11) of the Open Meetings Act.

      Ayes: Gillard, Littlefield, Heath, Gaffner

      Nays: None

Motion carried.

Reconvene Special Meeting Open Session:

At 5:54 p.m., council returned to the open meeting with all members present.

Resolution 2018-7 Support for Execution of Agreement to Purchase Royal Lake Water and Sewer District Assets:

City Manager Willey detailed the state of the Royal Lake water and sewer system and talked about funding Rural Development has made available for the City of Greenville to purchase and make improvements in the system to bring it back up to standards. Transaction closing will be scheduled following City Council authorization and approval of authorization by Royal Lake Water District board. Motion by Gillard, seconded by Littlefield, to approve Resolution 2018-7 support for and authorization of City Manager to execute agreement to purchase Royal Lake water and sewer district assets.

      Ayes: Gillard, Littlefield, Heath, Gaffner

      Nays: None

Motion carried.

Appointment to City Council:

Following interview of nine interested candidates, Mayor Gaffner appointed Bill Carpenter to fill the council position vacant due to the resignation of Jes Adam on May 30th. Motion by Gaffner, seconded by Heath, to appoint Bill Carpenter to the Greenville City Council for fill the vacant term that will expire April 2019.

      Ayes: Gaffner, Heath, Gillard, Littlefield

      Nays: None

Motion carried.

Appointment to Boards and Commissions:

None.

Adjournment: 

At 6:03 p.m., moved by Gillard, seconded by Littlefield, to adjourn special meeting.

      Ayes: Gillard, Littlefield, Heath, Gaffner

      Nays: None

Motion carried.
