City of Hamilton City Council met October 1.

The Hamilton City Council met in regular session at 7:00 pm with Mayor Walter Sellens, Aldermen Bob Eddings, Dave Bierbaum, Bill Johnson, Beverly Boone, Steve Schlatter and Debbie Summers answering roll call. Stanley Tucker attended as City Attorney. In Mayor Sellens absence, Dave Bierbaum will be presiding as Mayor Pro Tem.
Bierbaum led everyone in the “Pledge of Allegiance”.
Bierbaum asked for a motion to approve the minutes of the September 17, 2018 meeting. Johnson made a motion to approve the minutes. Eddings seconded the motion. Roll was called with Eddings, Bierbaum, Johnson, Boone, Schlatter and Summers voting aye. Motion carried with 6 aye votes and no nay votes.
Bierbaum reported that Hy-Vee will have a Shot Bus parked on Broadway in front of their business on Tuesday, October 23rd providing vaccinations.
Bierbaum reported that Fire Prevention week is this week and the Fire Department will be educating in the schools with their smokehouse and other information for the kids.
Bierbaum reported that the Fireman’s Pancake Breakfast will be Sunday, October 7th 7:00 am to noon. Come on out to support our Fire Department.
Bierbaum reported that the Geode fest was held this past weekend and reports seem to be that all went ok. Several people were in the community hunting geodes.
Finance & Appropriations:
Eddings reported the Finance Committee held a meeting on September 24th. The following items were discussed:
•Cindy DuPree is interested in the part time office help with the option to move to full time when Trish retires. She will need to resign as City Treasurer. Cindy recommends Frankie Bryant as taking her position as Treasurer and will then run for the position at the next election. Background and fingerprinting checks will be completed.
•Received $80,000.00 payment for property tax so did not need to borrow from the Working Cash Fund.
•Discussed changing City Hall open hours to 9:00 am – 4:00 pm. Employees will still work 8:00 am – 5:00 pm.
Eddings reported that he attended the Economic Development meeting with Mayor Sellens. He noted the following items:
•The speaker was Phil Conover, President of Quincy University. Brainstorming ideas to get more students to attend the local colleges.
•CEO Program High School Students attend. There is 1student from Hamilton that attends
•SET (Stronger Economies Together) Headed up by Amy Graham – Biggest accomplishment is bringing back WCAZ 1510AM and 93.1FM
Eddings made a motion to approve the Selected Check Registers. Summers seconded the motion. Roll was called with Bierbaum, Johnson, Boone, Schlatter, Summers and Eddings voting aye. Motion carried with 6 aye votes and no nay votes.
Eddings made a motion to approve changing City Hall Open Hours to 9:00 am – 4:00 pm. Bierbaum seconded the motion. Roll was called with Johnson, Boone, Schlatter, Summers Eddings and Bierbaum voting aye. Motion carried with 6 aye votes and no nay votes.
Public Works & Buildngs:
Bierbaum reported the Public Works and Buildings Committee met on September 25th.
Street:
Bierbaum reported the following items were discussed during the Street portion of the Public Works & Buildings Committee meeting:
•Clock outside City Hall is down. Motor came in today and Steve Schlatter will put it in and Street Department will paint before putting back up.
•No word yet on when the Railroad Tracks on Hwy 96 will be repaired
Water/Sewer:
Schlatter reported the following items were discussed during the Water/Sewer portion of the Public Works & Buildings Committee meeting:
•Variable Frequency Drive is up and running
•Steve Schlatter will meet with Aron to look at the furnace at old water plant to discuss options
•Discussed the steps the Water Plant is looking into to address the nitrification in the system.
•Several blocks of water main are needing replaced due to breaks and discolored water. Some of these blocks may qualify for a CDBG grant. The contract from IMEG to design the project is $31,940 and on agenda for approval
•Will get pricing to rehabilitate approximately 60 brick manholes in the sewer collection system.
•Discussed replacing current washing machine with commercial washing machine and dryer
•Bids were opened for the 1978 Ford Truck with Alex Rickard having the high bid of $3,125.
Schlatter made a motion to accept the bid of $3,125 from Alex Rickard for the 1978 F-350 Truck. Johnson seconded the motion. Roll was called with Boone, Schlatter, Summers, Eddings, Bierbaum and Johnson voting aye. Motion carried with 6 aye votes and no nay votes.
Schlatter made a motion to approve Mayor Pro Tem Dave Bierbaum to sign IMEG’s Proposal Design Plans for the Water Main Project in the amount of $31,940. Summers seconded the motion. Roll was called with Schlatter, Summers, Eddings, Bierbaum, Johnson and Boone voting aye. Motion carried with 6 aye votes and no nay votes.
Schlatter made a motion to approve purchasing a Flygt 3153 replacement pump for the one that failed at the water intake from Electric Pump for $17,268. Summers seconded the motion. Roll was called with Summers, Eddings, Bierbaum, Johnson, Boone, and Schlatter voting aye. Motion carried with 6 aye votes and no nay votes.
Building And Grounds:
Johnson reported the following items were discussed during the Building & Grounds portion of the Public Works & Buildings Committee meeting:
•Ladies Auxiliary requesting to have Bingo at the Community Center on Thursday nights. No start date at this time
•Removing a section from the front of the Police Department building to see what the damage is. Will get a quote of cost to fix
Health & Safety:
Summers reported that the Health and Safety Committee held a meeting on September 27th. She noted the following items were discussed:
•Fire Department is working on getting the dedication plaque for the training area.
•Fire Department going to get bids of fire gear. They budgeted for 10-12 sets this year.
•Fire Department complimented all City departments for their responses during the storm that come thru.
•Wednesday, October 31st has been set for Halloween activities. Merchant’s Trick or Treat will be held 3:00pm – 5:00pm and Beggars night 5:00 pm – 8:00 pm
•Police Department to purchase needed uniform items for the fall/winter season including the annual purchase of uniform boots for the officers.
Summers read a letter from James Hoffman commending Officer Glenn for his help with releasing a deer from their fence. Enclosed was a donation to the Police Department.
Summers made a motion to approve Agenda items 3-5:
3.Mental Health Awareness – Sheriff’s Office (all officers) – October 24th
4.Legal & Best L.E. Practices - $324/ea Bloomington Dec 10-11 (Nick, Brendon) Hotel and meals
5.B.A.O. – Galesburg Jan 30 and 31st (Nick) Meals
Eddings seconded the motion. Roll was called with Eddings, Bierbaum, Johnson, Boone, Schlatter and Summers voting aye. Motion carried with 6 aye votes and no nay votes.
City Attorney, Tucker reported he spoke with Medicaid regarding the lien on the 1240 Oak Street. He has prepared a letter and it will be sent to them. He will follow up with the same on the Walnut Street property. As well as the taxes on several of the properties.
There were no building permits to approve at this time.
There being no further business to discuss, Johnson made a motion to adjourn the meeting at 7:25 pm. Boone seconded the motion. Roll was called with Bierbaum, Johnson, Boone, Schlatter Summers and Eddings voting aye. Motion carried with 6 aye votes and no nay votes.
