City of Dallas City Council met Nov. 14.

Here is the minutes provided by the council:

The Dallas City City Council held its regular meeting on November 14, 2018, at 5 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Lila Gittings, Esther Newberry, Harold Northup Jr., and Greg Olson.

Others attending the meeting were Anne Thompson, Janet Thompson, Jack Kurfman, Gary Smith, Chris Dausch, Chris Classen, Doug Erickson, Mike Walker, Ron Meller, Rick Kuntz, Mariah Wallace, and several local citizens who were present to express their concerns regarding the proposed raising of the Green Bay Flood District's levee across the Mississippi River in Iowa.

A motion was made by Newberry, and 2nd by Olson to accept the minutes of the October 24, 2018, meeting. Gittings, Newberry, Northup, and Olson AYE.

A motion was made by Gittings, and 2nd by Newberry to pay bills. Gittings, Newberry, Northup, and Olson AYE.

Janet Thompson asked the council to consider making donations to the local organizations for the upcoming Christmas holiday. A motion was made by Newberry, and 2nd by Olson to donate $250 to the Christmas For Kids for their Toys For Tots drive, $250 to the Dallas City Kids Christmas with Santa, and $250 to the LaMoine Valley A.B.A.T.E. Organization for their “Project Santa”. Gittings, Newberry, Northup, and Olson AYE.

A motion was made by Gittings, and 2nd by Olson to give $325 to Mike Thompson for the purchase of Christmas candy for Christmas with Santa. Gittings, Newberry, Northup, and Olson AYE.

A motion was made by Newberry, and 2nd by Olson to donate $650 to the Grace Bible Church Food Pantry. Gittings, Newberry, Northup, and Olson AYE.

Anne Thompson asked if there was an update concerning the properties at 57 East Fourth Street and 70 East Fifth Street or the old cleaners building and the Hagy's building on Oak Street. The city attorney reported that court dates have been set for December 4, 2018, for both the 57 East Fourth Street and the 70 East Fifth Street properties. There was nothing to report on the old cleaners building or the Hagy's building.

Doug Erickson reported on the sewer project. It appears that the project is approximately 50% complete and on schedule as planned. The third Pay/Progress Meeting took place on November 8, 2018. The contractor submitted a pay request in the amount of $247,214.25 for the work that they have completed. Mr. Erickson also presented an invoice from Benton & Associates in the amount of $17,262.54 for the work that they have completed. Both invoices will be sent to the IEPA so that the city can receive the funds to pay them.

Mr. Erickson also reported that the contractor has informed him that some of the work that was originally scheduled to be done is not going to have to be done. Therefore, the cost of the project is going to be less than originally estimated. A motion was made by Northup, and 2nd by Newberry to approve Change Order #1 for a credit amount of $91,021.00. Gittings, Newberry, Northup, and Olson AYE.

Police Chief Gary Smith introduced Mr. Chris Dausch, the new part-time police officer, to the city council. Chief Smith gave his report for the month of October 2018. Officer Foster has completed his Basic Evidence Collection Training. The department is now compliant with its requirement to complete monthly Uniform Crime Reports to the Illinois State Police. “Stuff The Squad Car 2018” will be held on December 3 from 5 p.m. to 8 p.m. at Dollar General. Donations of toys and non-perishable food items will be accepted. Chief Smith is working on the “Eddie Eagle” gun safety program for the grade school children through the NRA.

Discussed complaints of animals at large from their properties. The current ordinance only addresses “Dogs at Large”. Chief Smith would like for this ordinance to be amended to cover all animals at large from their respective properties. It was decided to have the city attorney draw up an amended ordinance that would cover all animals, except cats, at large from their respective properties.

Discussed a violator of the city's cannabis ordinance. The violator did not appear on the assigned court date. Therefore, in order to proceed with this case, there will be additional court costs and attorney fees that the city will have to pay up front. If found guilty, the violator would then have to reimburse the city for these costs. The council gave the city attorney the authority to proceed with this case.

Discussed the purchase of a carport that was approved at the last council meeting. Commissioners Northup and Olson do not feel that a 20' X 35' carport is large enough. It would cost an additional $560 for a 22' X 35' carport. A motion was made by Northup, and 2nd by Olson to amend the motion from the October 24, 2018, meeting and purchase a 22' X 35' carport from Quality Fisheries for $8,685.00. Discussed a tree by the Catholic Church on West Fifth Street that needs to be removed. Brian McEntee has given the city a bid of $650 to remove and clean up the tree. A motion was made by Northup, and 2nd by Olson to hire Brian McEntee to remove and clean up the tree by the Catholic Church for $650. Mr. McEntee will either have to provide proof of insurance or sign an Independent Contractor Agreement. Gittings, Newberry, Northup, and Olson AYE.

Mr. McEntee is working on making up an estimate for a tree that needs to be removed at 281 West Third Street.

Discussed the city's color printer at the city clerk's office. The printer is not working properly and needs to be replaced. A motion was made by Newberry, and 2nd by Olson to purchase a new color printer from J & S Electronic Business Systems for $950.00 plus purchase a maintenance agreement that covers toner, repairs, parts, and labor for $400.00 per year. Gittings, Newberry, Northup, and Olson AYE.

Commissioner Northup has been contacted by the Village of Lomax about possibly contracting police services again. This will be discussed more at the next meeting.

Discussed the ATV/Golf Cart yearly registration fee. The current fee is $60 for individuals under 50 years old and $48 for individuals 50 years old and over. A motion was made by Gittings, and 2nd by Northup to lower the yearly ATV/Golf Cart registration fee to $30 for individuals under 50 years old and $24 for individuals 50 years old and over. Also, anyone who purchased a 2018 ATV/Golf Cart sticker will be able to renew their 2019 registration at no charge. Gittings, Newberry, Northup, and Olson AYE.

Chad Passley, C.P.A., has finished the 2017-2018 fiscal year audit. A motion was made by Newberry, and 2nd by Olson to hire Chad Passley, C.P.A., to do the 2018-2019 fiscal year audit for $2,950.00. Gittings, Newberry, Northup, and Olson AYE.

Discussed the 2019 Motor Fuel Tax Resolution. A motion was made by Northup, and 2nd by Newberry to pass a motor fuel tax resolution for the maintenance of the city's streets in 2019 in the amount of $50,000.00. Gittings, Newberry, Northup, and Olson AYE.

A motion was made by Gittings, and 2nd by Olson to pay the Dallas Rural Fire Protection District $3,825.29 for the 2% Fire Tax that the city has received from the State of Illinois. Gittings, Newberry, Northup, and Olson AYE.

Discussed a 31 page proposal to raise the Green Bay Flood District's levee four feet in Iowa across the Mississippi River from Dallas City. Several residents from Dallas City and surrounding Illinois communties feel that if this levee is raised, it would cause more major flooding on the Illinois side of the Mississippi River. Mike Walker discussed the hydraulic study done by the Corps of Engineers. Several guests expressed their concerns regarding what would happen to the Illinois side of the Mississippi River if the Green Bay Flood District's levee is raised as proposed. There was a time of questions and answers where guests were allowed to ask the Green Bay Flood District's representatives questions.

A motion was made by Gittings, and 2nd by Newberry to adjourn the meeting. Gittings, Newberry, Northup, and Olson AYE.

The meeting was adjourned at 7:00 p.m.
