McDonough County Human Resources and Planning Committee met March 14.

Here is the minutes provided by the committee:

Committee Members in attendance included Chairman Letha Clark, Vice Chairman Mike Cox, Larry Aurelio, Travis Hiel, Michael Kirby, Ed Lavin, Terra Litchfield, and Dave Nissen. Others in attendance included Patrick Stout, Gayle Carper, Bonnie Scripps, Karen Blakely, Eric Blakely, County Chairman George Dixon, and Stacey Alexander was present as Committee Secretary.

Chairman Letha Clark called the meeting to order at 7:00 p.m.

Review & Approval of February 14, 2019 Minutes

Member Aurelio moved with a second by Member Kirby to approve the February 14, 2019 minutes as submitted. Motion carried on a voice vote.

Animal Control Report

Animal Control Officer Kelsey Havens was unable to give the report. The total numbers of animals in the shelter at the end of February was 8 dogs and 35 cats.

Bonnie Scripps from the Humane Society announced that the Bushnell 4H Club held a fundraiser to collect cat and dog food. On March 23rd and 24th the YMCA will be holding their Family Show Fundraiser and the shelter will have some cats there on display. The current agreement between the City of Macomb and McDonough County regarding the Animal Shelter was passed out, this agreement was signed in December of 2004. Gayle Carper suggested that it might be a good idea to update the committee on section 4. If there is an agreement between the Humane Society and the County Board she would like a signed copy. The building site for the new animal shelter will be east of the current shelter and she will present it to the City as well. The estimate to have a septic system installed for the new shelter is $20,000 to $40,000.

The Committee will get involved when requested to do so.

Report on GIS Meeting

No Report. Member Kirby has been in touch with Chad Sperry.

Claims

Member Cox moved with a second by Member Hiel to approve the claims as submitted. Motion carried on a voice vote.

Other

The Resolution regarding the possibility of allowing the County Board Vice Chairman to be a member of the Finance Committee is still in the works. It was discussed at the March 13th Finance meeting with a few changes being made, HR & Planning Chairman Clark will present the resolution to State’s Attorney Kwacala.

Animal Control Officer Kelsey Havens will be going from full time to part time, Kirsta Lyles will be taking over as the head Animal Control Officer.

Member Hiel moved with a second by Member Aurelio that the meeting adjourn. Motion carried on a voice vote. With no further business to discuss the meeting adjourned at 7:42 p.m.
