McDonough County ESDA & Claims Committee met March 19.

Here is the minutes provided by the committee:

Committee Members present were Chairman Scott Schwerer, Vice Chairman Letha Clark, Joe Erlandson, Dick Marcott, Julie Melvin, Dave Nissen, and Trevor Toland. Committee Member Tessa Pfafman was absent. Also present was Edgar Rodriguez, County Vice Chairman Mike Cox, and County Clerk Gretchen DeJaynes.

Chairman Scott Schwerer called the meeting to order at 7:00 p.m.

Approval of February 19, 2019 Minutes

Member Melvin moved with a second by Member Clark to approve the February 19, 2019 minutes as submitted. Motion carried on a voice vote.

ESDA Director Report

Director Edgar Rodriguez gave the report. New requirements from IEMA will affect future grant qualifications for all jurisdictions which will be a challenging task for rural communities mainly due to only have part time directors and limited resources. Through the Illinois Citizen Corps Rodriguez is now certified to teach the Community Emergency Response Team class in Illinois. Federal Certification and program management is scheduled for July 2019. The Natural Hazard Mitigation 5 year update plan is due next month, they have not received any proposals yet.

Rodriguez will be attending several events in the near future to include an ILEAS conference, a training session with the homeland security priority telecommunications service, and wireless priority service. ESDA has also been invited to the 2019 national preparedness symposium that will be held in Alabama, this will be at no cost to the County. A few training sessions were recently held in the County, McDonough County Skywarn Storm spotter training was held on February 21st and on March 9 training for responding to incidents involving flammable liquids transported by rail was held. A tornado awareness training session will be held on April 22nd from 8:00 to 5:00 p.m. at Horrabin Hall, room 1.

Approval of Claims

Member Toland moved with a second by Member Nissen to approve the claims as submitted. Motion carried on a voice vote.

Other

Member Clark moved with a second by Member Marcott to adjourn the meeting. With no further business to discuss the meeting was adjourned at 7:45 p.m.
