McDonough County Road & Bridge Committee met March 7.

Here is the minutes provided by the committee:

The McDonough County Road and Bridge Committee held their monthly meeting on Thursday, March 7, 2019 at 7:00 P.M. The meeting was held at the McDonough County Courthouse, 3nd Floor, Law Library. Committee Members present included Chairman Trevor Toland, Dave Cortelyou, Mike Cox, Rod McGrew, Dick Marcott, and Scott Schwerer. Committee Members Marcia Twaddle and Tessa Pfafman were absent.

Other persons present included: Engineer Rick Walker, Dave Cadwalader, Patrick Stout, Scott Hance, County Chairman George Dixon, and County Clerk Gretchen DeJaynes.

Chairman Trevor Toland called the meeting to order at 7:00 P.M.

Review & Approve January 3, 2019 Minutes

Member Schwerer moved with a second by Member Marcott to approve the January 3, 2019 minutes as submitted. Motion carried on a voice vote.

Review & Approve February 7, 2019 Minutes

Member McGrew moved with a second by Member Cortelyou to approve the February 7, 2019 minutes as submitted. Motion carried on a voice vote.

Project Update

Engineer walker gave an update. He went over the status on various programs, and discussed the township bridge on Lamoine River, at this point in time he does not believe that they will do anything. An engineering firm for BNSF Railroad will be coming to look at the culverts in Adair. Engineer Walker and Chairman Toland attended a Hancock County Road and Bridge meeting regarding the County Line Road bridge, they will not be going any further with it.

Scott Hance discussed the surveys that were done, inspections that had been started and a beam replacement that had been done on a bridge.

2019 Pavement Preservation Grant

Member Schwerer moved with a second by Member Cox to approve the 2019 Pavement Preservation Grant. Motion carried on a voice vote.

GATA

IDOT decided last year that some of the funding used for various programs are grants. Engineer Walker has been in contact with Representative Hammond and Senator Tracey to see if anything can be done about this.

Cardinal Point Update

We are still waiting on an official road use agreement for the wind farm. Some turbines have already been delivered, there will be a total of 41 turbines in McDonough County.

Seasonal Weight Limits

A formula is used to determine the weights limits and what to post.

Spring Lake Road

Engineer Walker has inspected Spring Lake Road and does not feel that it is a safety hazard. There are some places that are pretty rough, the County Highway Department has done some work on it which has helped. The Highway Department is planning to mill out the bad areas and put A2 on it.

2019 Bituminous Letting

There will be a bituminous letting held on March 14th at 2:00 at the Highway Department.

February Work Report

Dave Cadwalader reviewed the February work report. During February on the county roads they removed a deer carcass, hand patched various roads, repaired signs, mowed brush, ran snow routes, and hauled sand and chips for salt mix. They mowed brush for Scotland Township. Routine maintenance was done on equipment and the building, and they helped do a survey and inspect bridges.

Claims Review and Approval

Member Marcott moved with a second by Member Cortelyou to approve the claims as submitted. Motion carried on a voice vote.

Other Business Public Comment

Member Cortelyou moved with a second by Member McGrew to adjourn the meeting at 8:18 p.m.
