McDonough County Human Resources and Planning Committee met April 11.

The Human Resources and Planning Committee met on Thursday, April 11, 2019 at 7:00 p.m. The meeting was held at the McDonough County Courthouse in the Law Library. Committee Members in attendance included Chairman Letha Clark, Vice Chairman Mike Cox, Larry Aurelio, Travis Hiel, Michael Kirby, Terra Litchfield, and Dave Nissen. Committee Member Ed Lavin was absent. Others in attendance included Kirsta Lyles, Patrick Stout, Gayle Carper, Bonnie Scripps,

Eric Blakely, County Chairman George Dixon, and Stacey Alexander was present as Committee Secretary.

Chairman Letha Clark called the meeting to order at 7:00 p.m.

Review & Approval of March 14, 2019 Minutes

Member Litchfield moved with a second by Member Hiel to approve the March 14, 2019 minutes as submitted. Motion carried on a voice vote.

Animal Control Report

Committee Chairman Clark introduced the new Head Animal Control Officer Kirsta Lyles, Kirsta then gave the monthly report. The total numbers of animals in the shelter at the end of March was 13 dogs and 37 cats. Kirsta requested to do an adoption special from April 15th through June 30th on cats charging a $10 adoption fee plus the chipping fee of $12 for spayed/neutered cats and charge a $25 adoption fee plus the $12 chipping fee for cats that have not been spayed/neutered.

A motion to approve an adoption special from April 15th through June 30th was made by Member Cox moved with a second by Member Aurelio. Motion carried on a voice vote.

Bonnie Scripps with the Humane Society informed the Committee that they will be having a fund raiser for the new animal shelter. It will be a craft show with all local vendors at the American Legion in Macomb on May 18th from 10:00- 4:00. Their annual Wine and Whiskers fund raiser will be held on June 8th at the American Legion in Macomb.

Policies & Procedures

A draft Resolution to make an Amendment to the Policies and Procedures of the McDonough County Board regarding the Finance Committee was distributed to the Members. The Resolution would allow the County Board Vice Chairman to be a non-voting ex-officio Member of the Finance Committee which would allow the Vice Chairman to be included in discussions and allow the Vice Chairman to enter an executive session if one was held. Removing the last sentence of the final paragraph was discussed.

A motion to remove the last sentence of the final paragraph and present the draft Resolution to the Full County Board was made by Member Hiel with a second by Member Litchfield. Motion carried on a voice vote.

Report on GIS Meeting

No Report.

Approve Lawn Mowing Company for the Animal Shelter

A motion to approve S&G Lawn Mowing to mow at the Animal Shelter was made by Member Kirby with a second by Member Hiel. Motion carried on a voice vote.

Claims

Member Nissen moved with a second by Member Aurelio to approve the claims as submitted. Motion carried on a voice vote.

Other

County Board Chairman Dixon reminded everyone that there will be a Wind Farm hearing on April 22 at 7:00 p.m.

Member Hiel moved with a second by Member Aurelio that the meeting adjourn. Motion carried on a voice vote. With no further business to discuss the meeting adjourned at 7:41 p.m.
