City of Jacksonville Historic Preservation Commission met April 1.
Here is the agenda provided by the commission:

The minutes for March were available for approval. Interim chair Pat Kennedy opened the meeting, welcoming our two guests for their presentation.
Derek Haggard, owner of Hometown Vet, located on the corner of East College Ave and Mauvisterre is relocating to the 12 sided building at 605 W. State currently owned by Mike Hayes. Purchase agreement for the building would include the grass lot on the west side. Mike Hayes presented the change in exterior at the request of the clinic to add a vestibule at the front door for safety of the pets and owners, as well as fencing ion the grass lot to the west for care of the animals, with additional windows to create office space and exams rooms. We had a short discussion on the age of the building and it previous uses before Judy motioned to accept the designs with a second; motion carried.
We discussed the COA for 518 S. Diamond to add a swimming pool and fencing around the back yard. COA with drawing was passed around for review. As everything is in the backyard, there was no need to review. Motion made and seconded to approve.
We reviewed the COA for 619 N. Fayette but a check at the district map indicates the property is not in the district.
Bill Scott announced he will continue on as a member of the commission now that his council seat has expired. We still have one vacancy.
Steve passed around handouts for additions to our commission notebooks. In review of the current ordinance we agreed that COAs should not be preapproved by the chair of the commission before our scheduled monthly meetings; an exception may be roof replacements. Additionally, we’d prefer not to review rear yard swimming pools or decks that can’t be seen from the street view/
Judy had 14 DVDs that Darius had given to her after his completion of the last historic district nomination. She didn’t know if they contained identical information. Lauretta agreed to review the discs but we need to ensure that the city has a copy of each (if they are different) as well as place copies with the Illinois College archives for safekeeping. Lauretta said she’d transfer to thumb drives the information contained in them.
In old business, our request to the city for $25,000 out of the gambling proceeds to provide for small grants to homeowners for repair did not make it into the city’s budget.
There’s a CLG available if we’d like to hire an outside consultant to write local landmark nominations for additional properties. The grant deadline is April 15 which is unattainable as this late date.
