City of Colchester Road & Bridge Committee met July 11.

The McDonough County Road and Bridge Committee held their monthly meeting on Thursday, July 11, 2019 at 6:00 P.M. The meeting was held at the McDonough County Courthouse, Third Floor, Law Library. Committee Members present included Chairman Trevor Toland, Mike Cox, Dick Marcott, Rod McGrew, Scott Schwerer, and Marcia Twaddle. Committee Member Tessa Pfafman was absent.
Other persons present included: Dave Cadwalader, Engineer Rick Walker, County Chairman George Dixon, County Clerk Gretchen DeJaynes, and Jamie Hocker.
Chairman Trevor Toland called the meeting to order at 6:00 P.M.
Review & Approve June 6, 2019 Minutes
Member McGrew moved with a second by Member Marcott to approve the June 6, 2019 minutes. Motion carried on a voice vote.
Project Update
Engineer Rick Walker gave the report. Section 17-00108-00-BR, Plymouth bridge deck replacement has been completed. Project #1953-24, in Lamoine Township, (N500-E139) is finished. Project #1952-26 is back open. Section 18-00109-00-BR, Vermont bridge over Sugar Creek, they are making corrections on the plans and have started the land acquisition process.
Capitol Bill Summary
Estimate increase in MFT about $257,000. If the bond money is distributed in the same formula as MFT, we should get around $917,000 over 3 years.
Equipment Replacement
Engineer Rick Walker handed out miles/hours on current trucks and discussed the need to replace one of the tandem trucks.
County Aid to Bridge Certification for Project #1953-24-Lamoine Township
Motion was made to certify Project 1953-24, Member Schwerer moved with a second by Member Marcott. Motion carried on a voice vote.
June Work Report
Report given by Dave Cadwalader. Chip sealing will begin Monday, weather permitting.
Claims
Member McGrew moved with a second by Member Twaddle to approve the claims submitted. Motion carried on a voice vote.
Other Business
Engineer Walker gave a wind farm update. He informed the Committee that they should start seeing towers by the end of August. Engineer Walker also discussed the Teamster Contract is up at the end of the year. Also, need to discuss the implementation of medical marijuana. Chairman Toland is looking for volunteers to work with Chairman Toland and Chairman Dixon on the negotiation team.
Dave Cadwalader discussed that next year the North Oiling Crew will be very busy oiling and chipping the wind farm roads. He would like to do all the road work with the South Oiling Crew, then in 2021 work with the North Crew.
Chairman Dixon reminded the Committee of the Employee Appreciation Lunch Friday, July 12, 2019.

With no further business to discuss, Member Schwerer moved to adjourn the meeting, second by Member Twaddle at 6:43 p.m. Motion carried on a voice vote.
