City of Jacksonville Historic Preservation Commission met Nov. 4.

Here is the minutes provided by the commission:

Attendees: Steve Hardin, Pat Kennedy, Judy Tighe, Lauretta Scheller, Bill Scott, Rick Stevens, Jon Austin

Visitor: Homeowner Bruce Selway We approved the October minutes.

The commission recognized visitor Bruce Selway, who was in attendance for approval of a COA requesting a tear down of an old garage at 617 W. College Ave. A tree had destroyed half after a storm and he wants to rebuild a larger garage with vinyl siding. Garage is currently at the rear of the property. Bill made motion to approve COA and a second from Steve. COA approved.

COA at 918 W. College was approved, request was for a new roof.

We discussed again the annoyance of having to review COAs for only roof replacements using same roof materials. In reviewing the current ordinance, roof COAs don’t need to be referred to the commission. Pat agreed to revisit Kelly’s office to reinforce the wording in the ordinance for unnecessary referrals.

Judy provided an update of the working group on the design guidelines currently in draft mode. Several of us have met in her office twice to compare guidelines from other cities and outline chapters we want in our guidelines, both commercial and residential. For the commercial district, we will work from the rough draft she had prepared some time ago for the Jacksonville Main Street.

Judy, Rick and Bill will meet November 5 in the morning to prepare proposal for our budget item.

We asked Pat if another slide presentation could be given to highlight more of Jacksonville’s history. Some of us made suggestions on residents of the city that could help with some of the historical background of buildings/people that could be emphasized in the next presentation.

Our next meeting is scheduled for December 2.
