Jacksonville City Council met Nov. 25.

Here is the minutes provided by the council:

Mayor Andy Ezard in the Council Chamber called the Jacksonville City Council Meeting to order at 7:04 p.m. The meeting was publicly announced by posting and by written notice to the local newspaper and radio stations.

ROLL CALL: The following answered present: Aldermen Brandon Adams, Don Cook, Jeff Hopkins, Jeff Lonergan, Lori Large Oldenettel, Aaron Scott, Mike Wankel; Mayor Andy Ezard; City Attorney Dan Beard; City Clerk Skip Bradshaw. Absent from the meeting were Aldermen Mike Bartlett, Steve Warmowski, Eren Williams. A quorum was declared.

MINUTES: Motion was made by Hopkins, seconded by Scott, to approve the November 12, 2019 Minutes as presented in advance. By voice vote, motion carried.

PETITIONS: No discussion.

COMMUNICATIONS: No discussion.

CLAIMS: No discussion.

MAYOR’S REPORT: 1. Resolution approving internet service agreements with Cass Cable TV Inc. for the Municipal Services Department and the Wastewater Treatment Plant. Motion was made by Scott, seconded by Oldenettel, to accept the resolution. CA Beard read the resolution as proposed.

2019-R-128 Be it resolved by the City Council of the City of Jacksonville, Morgan County, Illinois, that a Resolution APPROVING INTERNET SERVICE AGREEMENT WITH CASS CABLE TV, INC. FOR THE MUNICIPAL SERVICES DEPARTMENT AND THE WASTEWATER TREATMENT PLANT – (50x50 Mbps fiber internet connection; $110 per month for service and one static ip; 36 month contract beginning November 20, 2019), is hereby approved.

Mayor Ezard asked for discussion. Ald. Adams reiterated his feeling that the City should look into installing its own broadband network to avoid paying other companies to do the work the City could do.

ROLL CALL: 7 Yeas; 0 Nays; 3 Absent (Bartlett, Warmowski, Williams) Motion carried 7-0-3.

CITY CLERK’S REPORT: No discussion.

FINANCE/IT/PERSONNEL: 1. City Treasurer’s Report – October 31, 2019. City Treasurer Ron Smiljanich’s report for October 31, 2019, in which totals for cash receipts, cash disbursements, investments, and balances for all City bank and investment accounts were given.

PUBLIC PROTECTION:

2019-R-129 Resolution AUTHORIZING WAIVER OF ADVERTISEMENT FOR BIDS; AND ACCEPTANCE OF PROPOSAL FROM MORROW BROTHERS FORD FOR THE PURCHASE OF A 2016 FORD INTERCEPTOR FOR USE AT THE JACKSONVILLE POLICE DEPARTMENT – Not to exceed $13,400 SPECIAL STUDIES: No discussion.

2019-R-130 Resolution AUTHORIZING VARIOUS PAYMENTS FROM THE WATERWORKS & SEWERAGE PROJECTS FUND FOR CERTAIN IMPROVEMENT PROJECTS – $24,606 (Brotcke Well & Pump - $24,606) 2019-R-131 Resolution AUTHORIZING QUOTE FROM MIDWEST METER, INC. RE: BADGER METER BEACON FIXED NETWORK - $188,500 2019-R-132 Resolution ADOPTING THE 2020 BUDGET FOR THE CITY OF JACKSONVILLE, ILLINOIS UTILITY DEPARTMENT - $8,687,778.73

Motion was made by Wankel, seconded by Lonergan, to accept the Consent Agenda. Mayor Ezard asked if there were any items to be pulled from the Consent Agenda for further discussion and there were none.

ROLL CALL: 7 Yeas; 0 Nays; 3 Absent (Bartlett, Warmowski, Williams) Motion carried 7-0-3.

COMMITTEE REPORTS

FINANCE/IT/PERSONNEL: 1. First reading of an ordinance levying taxes for 2019. Motion was made by Cook, seconded by Wankel, to accept the first reading of the ordinance. CA Beard read the ordinance as proposed.

2019-O-010 Be it ordained by the City Council of the City of Jacksonville, Morgan County, Illinois, that an Ordinance LEVYING TAXES (2019 TAX LEVY ORDINANCE) – (2.50% - General-$4,082,863; Library-$520,000; Fire Pension-$903,400; Police Pension-$1,151,700) , is hereby approved.

Mayor Ezard asked for discussion and there was none.

PARKS & LAKES: No discussion.

PLANNING & PUBLIC WORKS: No discussion.

PUBLIC PROTECTION: No discussion.

UTILITY: No discussion.

OLD BUSINESS: No discussion.

NEW BUSINESS: Mayor Ezard advised that the next regularly scheduled meeting will be on Monday, December 9th.

Ald. Oldenettel extended an offer to any individuals or groups that would like to assist with reconstruction of the Nichols Park Bandstand by taking over the project or to help with fundraising to come forward. Prevailing wage estimates those costs to be between $70,000-$120,000, so any assistance would be greatly appreciated.

Mayor Ezard thanked Ald. Adams for stepping in to raise money for Big Brother/Big Sister by participating in the hot wing challenge.

CC Bradshaw advised that the General Fund Budget is almost finished and will be disseminated to the Aldermen once the final numbers have been received from the insurance company with regard to liability insurance, and with regard to the Motor Fuel Tax (MFT) money. He reminded the Council that the figures represented on the draft budget worksheet are only through the month of November, the final figures for the 2020 budget, in regard to the actual figures for 2019, will be as of December 1, 2019.

Ald. Adams would like an in-depth discussion at some point on the tax levy to see if there’s any way to further lower the percentage of funds requested each year.

ADJOURNMENT: With no further discussion motion was made by Hopkins, seconded by Lonergan, to adjourn the meeting at 7:10 p.m.
