City of Pittsfield City Council met Dec. 3.

Here is the minutes provided by the council:

The regular meeting of the City Council of the City of Pittsfield, Pike County, Illinois, was held on Tuesday, December 3, 2019, at 6:00 p.m. The meeting was held at the City Council room at 215 North Monroe Street. The following officers were present: Mayor John Hayden, City Clerk Ann Moffit, and Aldermen Bill Grimsley, Kevin Ketchum, Ed Knight, Paul Lennon, Robert Ritchart, Robert Wilson, Kevin Wombles, and Robert Wood. Mayor Hayden presided.

Alderman Ketchum moved to approve the minutes of the November 19, 2019 Council meeting. Alderman Lennon seconded the motion. 

Roll Call: Yea: Grimsley, Ketchum, Knight, Lennon, Ritchart, Wilson, Wombles, Wood (8) 

Nay: None (0)

The motion carried.

Alderman Ritchart moved to accept the Zoning Committee’s recommendation to approve a variance for Blake Summers, owner of property located at 1313 W Washington Street, to install a farm style woven wire fence with a barbed wire top and advise Mr. Summers to post private property signage. Alderman Knight seconded the motion.

The motion carried.

Alderman Wood moved to approve the easement as requested by Kurtis Bogatzke and direct Mr. Hollahan to prepare and agreement. Alderman Ketchum seconded the motion.

Alderman Ritchart moved to approve the annual audit for fiscal year May 1, 2018 to April 30, 2019 as presented by Franklin & Vaughn, LLC. Alderman Ketchum seconded the motion.

The motion carried.

Alderman Knight moved to approve the Health Insurance Renewal with IPMG as recommended by the Finance Committee. Alderman Wood seconded the motion.

Alderman Ritchart moved to approve a net Christmas bonus of $300.00 for full-time City employees and $100.00 for part-time City employees.

Alderman Wilson moved to approve Resolution No. 2019-6, A Resolution for Funding for IDOT Job No. C- 96-060-15, FAP Route 321 (US 54, IL 106) Section 20, 107) RS-8, ADA Alderman Ketchum seconded the motion.

Ordinance 1649 Gas Ordinance Amendment was tabled.

Alderman Wood moved to approve Ordinance No. 1650, An Ordinance Approving and Authorized the Execution of a Pittsfield Tax Increment Financing District 1, an Intergovernmental Agreement between the City of Pittsfield and Pikeland CUSD 10, on its first reading. Alderman Ketchum seconded the motion.

Roll Call: Yea: Grimsley, Ketchum, Knight, Lennon, Ritchart, Wilson, Wombles, Wood (8) 

Nay: None (0) 

The motion carried.

Alderman Ritchart moved to suspend the rules of the 2nd reading of Ordinance 1650, as stated above. Alderman Ketchum seconded the motion.

Nay: None (0)

Alderman Wood moved to approve Ordinance 1650, An Ordinance Approving and Authorized the Execution of a Pittsfield Tax Increment Financing District 1, an Intergovernmental Agreement between the City of Pittsfield and Pikeland CUSD 10, on its 2nd reading. Alderman Wilson seconded the motion.

Roll Call: Yea: Grimsley, Ketchum, Knight, Lennon, Ritchart, Wilson, Wombles, Wood (8) 

Nay: None (0)

Alderman Wood moved to approve Ordinance No. 1651, An Ordinance Approving and Authorized the Execution of a Pittsfield Tax Increment Financing District II, an Intergovernmental Agreement between the City of Pittsfield and Pikeland CUSD 10, on its first reading. Alderman Ketchum seconded the motion.

Roll Call: Yea: Grimsley, Ketchum, Knight, Lennon, Ritchart, Wilson, Wombles, Wood (8)

The motion carried.

Alderman Ritchart moved to suspend the rules of the 2nd reading of Ordinance 1651, as stated above. Alderman Ketchum seconded the motion.

The motion carried.

Alderman Wood moved to approve Ordinance 1651, as stated above, on its 2nd reading. Alderman Wilson seconded the motion.

Alderman Ritchart moved to approve the Finance Committee Report and the Clerk be directed to issue the claims thereon. Alderman Ketchum seconded the motion.

The motion Carried.

Mayor Hayden commended the efforts of everyone involved in the Deer Santa Festival, he wanted to specifically recognize Jessica Guthrie, President of Picture Pittsfield, Brandy Meyers for coordinating the parade, Mr. Lennon and the Industrial Arts High-School students that made the deer, the Art Guild, the carolers and the residents that attended in the less than desirable weather conditions.

Mayor Hayden noted that the square looks great with the new businesses. However, the lot that was the former Irving building is an eyesore. Mayor Hayden asked Mr. Hollahan to draft a letter to the owners of the property advising them to clean the lot.

Gas & Water Superintendent Steve Watkins explained that there will be work done at West and Fayette Streets. His crew will start to bore on Monday. He will attempt to have a crew complete a portion of this at night to minimalize road closure, however they will have to begin on Friday to be ready on Monday and the West Bound Lane on Fayette, at West Street, will be closed for the weekend.

Mayor Hayden reminded the Alderman that there will be a Gas Safety meeting at 5:30 on December 12, 2019.

The Bid Opening for the West Water Tower will be at 10:00 am on December 12, 2019.

Mayor Hayden shared that the Firetruck has been delivered.

Mayor Hayden would like to schedule and Economic Development meeting on December 6, 2019 at 9:00 am to discuss Economic Development Projects.

Mayor Hayden asked Mr. Hollahan if the Ordinance Committee should meet this month to discuss the Cannabis issue. Mr. Hollahan feels as if there should be a meeting.

Alderman Ed Knight updated that the signs are up at the lake.

Alderman Robert Wood also noted that he was very impressed with the Deer Santa Festival.

Kathy Zimmerman, Bob Norris, and Alice Kripe presented Mayor Hayden with a newly published book, The Lincoln Connection, Pike County, Illinois, and thanked Mayor Hayden and the City of Pittsfield for their support of the Looking for Lincoln Project. Bob Norris advised that the book debut will be Saturday, December 7 from 10 – 12 at the Pittsfield Public Library.

Alderman Wood moved to enter closed session at 6:47 p.m. Alderman Lennon seconded the motion.

Alderman Knight moved to promote Shane Martin to Gas & Water Assistant Superintendent effective September 5, 2019 with a salary of $40,398.00.

Alderman Knight moved to adjourn this meeting at 7:25 p.m.
