Carthage Elementary School District 317 Board met Dec. 18.

Here is the minutes provided by the board:

The Truth in Taxation hearing of the Carthage E.S.D. #317 Board of Education was called to order at 7:00 p.m. by Board President Brent Ufkes.

Roll call: Andrea Jones/present; Brandon Gooding/present; Trish Markley/absent; Amy Graham/present; Brent Ufkes/present; Luke Burling/absent; Robert Menn/present.

Review of proposed tax levy – There were no additional comments or questions.

There were no individuals present wishing to address the board regarding the proposed tax levy.

It was moved by Mr. Ufkes and seconded by Mr. Menn to adjourn the truth in taxation meeting at 7:01 p.m. Roll Call: Mrs. Jones/yes; Mr. Gooding/yes; Mrs. Markley/absent; Mrs. Graham/yes; Mr. Ufkes/yes; Mr. Burling/absent; Mr. Menn/yes. Motion carried 5- 0.

Regular Meeting

The regular meeting of the Carthage E.S.D. #317 Board of Education was called to order at 7:01 p.m. by Board President Brent Ufkes.

Roll call: Andrea Jones/present; Brandon Gooding/present; Trish Markley/absent; Amy Graham/present; Brent Ufkes/present; Luke Burling/absent; Robert Menn/present.

There were no additional agenda items.

Ben Hanewinkel from Central States Bus reviewed the bus lease information and answered questions. New buses will be delivered in July 2020.

Luke Burling entered the meeting at 7:06 pm.

Russ Rumbold from Gorenz and Associates reviewed the audit findings and answered questions.

There were no visitors present wishing to speak on stated agenda items. Administrative Reports – Mrs. Hardy reviewed her report.

Mr. Butcher reviewed was absent.

Mr. Snowden reviewed his report. He also noted that an evacuation and reunification drill is in the planning phase.

It was moved by Mr. Menn and seconded by Mr. Gooding to approve the consent agenda as presented. Roll call: Mrs. Jones/yes; Mr. Gooding/yes; Mrs. Markley/absent; Mrs. Graham/yes; Mr. Ufkes/yes; Mr. Burling/yes; Mr. Menn/yes. Motion carried 6-0.

Curriculum Advisory Committee – Mr. Snowden gave an overview of CAC during his administrative report.

Maintenance Grant - ISBE is offering a school maintenance project grant, with a maximum of $50,000 to be awarded to each district and the district must match the amount. Illini West High School is interested in doing a joint project involving adding heating units to the current A/C units on the high school building roof. Mrs. Hardy will pursue the matter with BLDD.

School Board Conference - Those attending the conference gave overviews of the sessions they attended and what they learned.

It was moved by Mr. Gooding and seconded by Mrs. Graham to approve the tax levy as presented. Roll call: Mrs. Jones/yes; Mr. Gooding/yes; Mrs. Markley/absent; Mrs. Graham/yes; Mr. Ufkes/yes; Mr. Burling/yes; Mr. Menn/yes. Motion carried 6-0.

It was moved by Mr. Menn and seconded by Mr. Gooding to approve the three year lease with Central States Bus Sales for six Bluebird buses as presented, at an annual cost of $94,975.50. Roll call: Mrs. Jones/yes; Mr. Gooding/yes; Mrs. Markley/absent; Mrs. Graham/yes; Mr. Ufkes/yes; Mr. Burling/yes; Mr. Menn/yes. Motion carried 6-0.

It was moved by Mr. Menn and seconded by Mrs. Graham to enter into executive session at 8:21 p.m. for the purpose of discussing personnel and bargaining. Roll call: Mrs. Jones/yes; Mr. Gooding/yes; Mrs. Markley/absent; Mrs. Graham/yes; Mr. Ufkes/yes; Mr. Burling/yes; Mr. Menn/yes. Motion carried 6-0.

It was moved by Mr. Gooding and seconded by Mrs. Graham to exit executive session at 8:43 p.m. Roll call: Mrs. Jones/yes; Mr. Gooding/yes; Mrs. Markley/absent; Mrs. Graham/yes; Mr. Ufkes/yes; Mr. Burling/yes; Mr. Menn/yes. Motion carried 6-0.

It was moved by Mr. Menn and seconded by Mr. Burling to approve the resignation of Roger Duffy as bus aide, effective December 31, 2019. Roll call: Mrs. Jones/yes; Mr. Gooding/yes; Mrs. Markley/absent; Mrs. Graham/yes; Mr. Ufkes/yes; Mr. Burling/yes; Mr. Menn/yes. Motion carried 6-0.

It was moved by Mr. Ufkes and seconded by Mrs. Graham to approve Abbey Schaeffer as an aide, for the remainder of the 2019-2020 school year, according to the pay scale stated in the contract between Carthage Elementary School Disrict #317 and Service Employee’s International Union Local Number 73. Roll call: Mrs. Jones/yes; Mr. Gooding/yes; Mrs. Markley/absent; Mrs. Graham/yes; Mr. Ufkes/yes; Mr. Burling/yes; Mr. Menn/yes. Motion carried 6-0.

It was moved by Mr. Ufkes and seconded by Mr. Gooding to adjourn the meeting at 8:45 p.m. Roll call: Mrs. Jones/yes; Mr. Gooding/yes; Mrs. Markley/absent; Mrs. Graham/yes; Mr. Ufkes/yes; Mr. Burling/yes; Mr. Menn/yes. Motion carried 6-0.
