City of Macomb City Council met Feb. 3.

Here is the minutes provided by the council:

The Macomb City Council met in a regular session at 5:15 p.m. in the Council Chambers in City Hall, 232 E. Jackson Street, Macomb, IL

Mayor Inman called the meeting to order. Mayor Inman lead the Pledge of Allegiance.

City Clerk Melanie Falk called the roll and the following Aldermen answered present: Mike Wayland, John Vigezzi, Annette Carper, Tom Koch, Gayle Carper, Tammie Leigh Brown-Edwards and Dennis Moon. Seven Aldermen being present, Mayor Inman declared a quorum for transaction of business. In addition to the Mayor, City Clerk and Aldermen, City Attorney Kristen Petrie and City Administrator Scott Coker were present. City Treasurer Ronald Ward was absent.

Items on the Consent Agenda:

1.Minutes of the Macomb City Council meeting held on Tuesday, January 21, 2020 and minutes of the Committee of the Whole meeting held on Monday, January 27, 2020.

2.Claims and Accounts

Alderman Moon moved, seconded by Alderman Vigezzi to dispense with the reading of the consent agenda and adopt as published, upon question being put, Aldermen Wayland, Vigezzi, A. Carper, Koch, G. Carper, Brown-Edwards and Moon being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried.

Ms. Heather McMeekan spoke on behalf of the Racial Justice Coalition to deliver an urgent safety alert to racial targeting via vehicular harassment. Ms. Vicky McDonald continued to read the statement as proposed by the Democratic Women and the Justice Coalition.

Alderman Vigezzi moved, seconded by Alderman Koch to approve the engineering with IMEG Corporation for the design and permitting of water main replacement for South Dudley from Jefferson Street to Franklin Street in the amount of $11,900.00, on question being put, Aldermen Vigezzi,Carper, Koch, G. Carper, Brown-Edward, Moon and Wayland being all Aldermen voting “Aye” roll call and no “Nay” votes, Mayor Inman declared the motion carried.

Alderman Koch moved, seconded by Alderman A. Carper to award the bid for the 17-acre farm, cash rent on University Drive to Hood Farms from Rushville for $282.00 per acre, for a total cash rent of $4,794.00, on question being put, Aldermen A. Carper, Koch, G. Carper, Brown-Edward, Moon, Wayland and Vigezzi being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried.

John Bannon presented talking points on why the census was so important for the people and the City of Macomb. He stated to place a dollar figure on it would equate to $150 per person received from the State of Illinois with the State receiving $1,500 per person from Federal sources. Illinois’ loss of population means losing a seat in the House of Representatives. Resources are received when every single person is counted. The count enhances our economic development by attracting restaurants and factories.

Alderman Moon moved, seconded by Alderman G. Carper to concur with the appointments to the 2020 Heritage Days Committee, Jock Hedblade, Jan Armstrong, Adam Kozlowski, Glenda Bryan, Beci Steelman, Jessica Stephens, Dustin Burg, Mitch Worley, Jody Davis, Nick Katz and Lin Stults, all Aldermen voting “Aye” by voice, Mayor Inman declared the motion carried.

Alderman A. Carper moved, seconded by Alderman G. Carper to concur with the re-appointments of Dennis Danowski and Sue Scott to the Historic Preservation Commission, Ed Myers to the Macomb Planning Commission, and Troy Rhoads to the Public Building Commission, all Aldermen voting “Aye” by voice, Mayor Inman declared the motion carried.

There being no further business to come before the Council, Alderman Moon moved, seconded by Alderman Vigezzi to adjourn, all Aldermen voted “Aye” by voice vote and no “Nay” votes, Mayor Inman declared the motion carried and the adjourned at 5:37 p.m.
