UNFINISHED BUSINESS

1.Consideration of an ordinance to amend Chapter 22, Article II, of the Municipal Code of the City of Macomb to expand taxicab service to include Transportation Network companies.

This ordinance will be presented for second reading and final approval.

2.Consideration of an ordinance to amend the City Fee Schedule increasing debt service fees for water service and increasing water rate by amending 24-3(G) and to increase solid waste collection fees by amending 24-1(A) of the Municipal Code.

This ordinance will be presented for second reading and final approval.

3.Consideration of an ordinance to adopt a budget for the City of Macomb, McDonough County, Illinois for the fiscal year commencing May 1, 2020 and ending April 30, 2021.

This ordinance will be presented for second reading and final approval.

4.Other unfinished business.

NEW BUSINESS

1.A resolution extending the Mayoral Emergency Proclamation declaring a Civil Emergency due to the COVID-19 Pandemic

A copy is attached for your review along with the executed Proclamation and a memo from CA Petrie. Final adoption will be in order.

2.Consideration to approve a Residential Initiative & Stabilization Effort application from Scott Collins dba STC Investments to demolish eight (8) properties located at 501, 507, 517 533, 607, 615, 619 and 627 West Adams Street at a cost of $71,750.00 with the City of Macomb’s reimbursement to be $35,875.00 per demolition guidelines.

A memo from CDC Bannon is attached along with the bids for the demolition. Final action will be in order.

3.Consideration to approve the IDOT Maintenance Engineering to be Performed by a Consulting Engineer and Engineering Services proposal from IMEG Corporation in the amount of $26,000.00 for the 2020 Motor Fuel Tax maintenance street projects.

Attached is a memo from PW Director Ohrtmann along with proposals for your review.

Final action will be in order.

4.Consideration to authorize a 2% cost of living increase for the City of Macomb regular full-time and regular part-time non-union personnel effective May 1, 2020.

Final action will be in order.

5.Consideration to accept City Attorney Kristen Petrie’s letter of resignation with regret effective May 8, 2020.

Final action will be in order.

6.Consideration to approve the Employment Agreement with Lisa M. Scalf for the position of City Attorney effective May 9, 2020.

A copy of the agreement is attached for your review. Final action will be in order.
