Hancock County Highway, Road and Bridge Committee met May 28.

The Hancock County Highway, Road and Bridge Committee meeting was called to order by Mr. Bolton at 8:30 A.M. Committee members present were Steve Bolton, Patsy Davis, Wayne Bollin, Mark Menn, Harry Douglas, and Pat Cramer. Also present were County Board Chairman Delbert Kreps and County Engineer Elgin Berry. Absent was Tom Scheetz.
Claims and expenditures for the month of May were presented to the committee for approval. A motion was made by Mr. Douglas and seconded by Mr. Bollin to pay all bills as presented with one correction for April. All committee members present voted ‘Aye’.
Mr. Berry presented engineering agreements and recommendations for two bridge projects:
1) Recommend approval of an Engineering Agreement with Klingner & Associates, P.C. in the amount of $32,000 to provide engineering services as required for the rehabilitation of S.N. 034-3190 on the Denver-Plymouth Road at Panther Creek.
2) Recommend approval of an Engineering Agreement with Klingner & Associates, P.C. in the amount of $59,000 to provide engineering services as required for the replacement of S.N. 034-3122 on the Bluff Road at Mallard Creek.
Mr. Cramer made a motion to recommend final action by the full County Board to approve both of the above Engineering Agreements with Klinger & Associates, P.C. Mr. Bollin seconded the motion. All committee members present voted ‘Aye’.
The committee briefly discussed updating the Employee Policy Manual but did not make any recommendations for changes.
Mr. Berry notified the committee that the Hancock County share of the “Rebuild Illinois” program will be $853,728. The funds will be deposited into the County’s MFT account in six installments over a three-year period and must be spent on a “bondable” project before July 1, 2025. Normal maintenance operations are not eligible for this funding; the project must have a minimum 13-year design life. The first deposit in the amount of $142,288 was received in May, 2020.
The committee briefly discussed some possible projects for the “Rebuild Illinois” funds but did not make any recommendations.
No Old Business was discussed.
The following New Business was discussed:
1. Mr. Bolton informed the committee that Laverdiere Construction in Macomb is selling salvaged culvert pipes and bands of various diameters that were used as temporary crossings during the windmill construction project in McDonough County. Mr. Berry said that Pilot Grove Township has already purchased a few of them, but he did not think it was economical for the county to purchase and install the uncoated culvert pipes.
As no further business was brought before the Committee at this time, a motion was made by Mr. Douglas and seconded by Mr. Bollin to recess until Monday, June 29, 2020 at 8:30 A.M. All committee members present voted ‘Aye’. The meeting adjourned at 9:15 A.M.
