City of Jacksonville Historic Preservation Commission met Nov. 2
Here is the minutes provided by the commission:
Pat called the meeting to order at 6:10 p.m. in the upstairs meeting room. Quorum not met, previous meeting minutes not approved.
Let the record indicate that we did not meet from April through October due to Covid19 restrictions.
Design guidelines: Judy and Lauretta reported that the guidelines are complete up to the residential section, but pictures are still needed for some of the styles. The guidelines have 38 pages so far. They had just started working on the history of the commercial district when the state lockdown occurred. Judy applied and was granted an extension for the state grant until September 2021. Judy and Lauretta will contact Mary to set up more work days but they still encourage others to participate.
COAs: Pat approved COAs during the lockdown with the majority of those requesting new roofs, which don’t need our approval. He will provide us at the next meeting of the COA he preapproved. He did state that the Mayor Ezzard had approved one. He informed us that the new person in the development office is Brian Nyburg with a new assistant Megan. Brian is easy to work with and appears to be willing to work with homeowners and the preservation commission.
One of the topics of remodel that concerns us is the replacement of windows and doors that could compromised the style of the house, such as replacing divided windows with single panes. Since no permit is required for window replacement, we believe the city ordinance for building codes should be altered. This is a topic to discuss with Brian. We all agreed to invite Brian to our next meeting in December. Judy will invite.
