City of Barry City Council Met Dec. 7.

Here is the minutes provided by the council:

Mayor Rennecker called the regular monthly meeting to order at 7 p.m. The meeting was held by telephone conference. Those attending the conference were the following: Shawn Rennecker, Sandra Brown, Robert Snyder, Steve Schultz, Marynel Corton, Bob Dieker, Scott Harris, Bruce Kendall, Bridget Cramsey, David Camphouse, Max Middendorf, Jeff Hogge, Jim Filbert and Debbie Dell. All elected officials were present.

Steve Schultz made a motion to approve the minutes from the November meeting and Bruce Kendall seconded the motion. Motion carried with 6 ayes, 0 nays and 0 absent.

Steve Schultz made a motion to approve payment of the bills and Bridget Cramsey seconded the motion. Motion carried with 6 ayes, 0 nays and 0 absent.

There was no officer present from Pike County Sheriff’s department. Mayor Rennecker said the new contract with the Pike County Sheriff is up for renewal in January 2021. He said they have proposed a sizable increase in the new contract. The proposed contract would increase from $55620 a year to $ 63742 a year, an increase of $8122 a year. He said after doing the math and reviewing the hours provided he thinks it might be best to reduce our number of coverage hours from 56 hours a week to 50 hours a week and try to keep the yearly amount the same.

Jeff Hogge gave the City Administrators report. Jeff said he attended the job interviews for a new public works employee, helped with reading water meters, and attended a pre- construction meeting for sewer lining project. He attended PCEDC conference call meeting and Ascend meeting. Jeff had a conference call with Corkill Insurance about theCity’s insurance proposal.

Robert Snyder gave the Public Works Director report. He said Cody Allred started as new public works employee. They got the sand filter cleaned and put the Christmas decorations up and cleaned ditches. Chad Rennecker was having issues inside his business with sewer smell so smoked the sewer line on Kendall Ave. They found the problem and Chad is having it fixed. They got David Smiths tube in and waiting on himto haul in gravel so he can park cars. Checked on the Township’s dump truck they havefor sale and it runs good but takes a few seconds to go into reverse and also checked on spreader box for dump truck.

Mayor Rennecker discussed the Resolutions for MFT. The estimate for Consulting Engineer is $1844. Bob Dieker made a motion to Approve and Marynel Corton seconded the motion. Motion carried with 6 ayes, 0 nays and 0 absent. The estimate of Maintenance cost of street surfacing - $24,700 and Patching - $5000 for total of $29700.00. The total budget is $31544.00. Steve Schultz made motion to approve document and Bruce Kendall seconded the motion. Roll call taken:

Bob Dieker made motion to approve Resolution for Maintenance and Steve Schultz seconded the motion. Roll call taken:

Motion carried with 6 ayes, 0 nays and 0 absent to approve Resolution for Maintenance. Council discussed the Police contract more and Mayor Rennecker said maybe turning

back hours to 50 hours instead of 56 hours to keep where it is now would save some money. Marynel Corton said it would be worth dialing back hours and Steve Schultz and Bob Dieker agreed with Marynel. Jeff Hogge said he would like to have better communication with them. The only way he can get a hold of Officer Lowry is to email him. Marynel Corton said we need to keep working with them on some kind of contract. Bridget Cramsey made a motion to approve the changes and Steve Schultz seconded the motion. Roll call taken:

Motion carried with 6 ayes, 0 nays and 0 absent to approve changes.

Mayor Rennecker discussed the Animal Control contract. There is no change in cost

from previous year. The amount is $3954 year. Steve Schultz made a motion to continue the contract with the Animal Shelter and Bruce Kendall seconded the motion. Motion carried with 6 ayes, 0 nays and 0 absent.

Mayor Rennecker discussed Azavar Audit; he said they work with municipalities to see if they are getting all of the funds they are entitled too. If they find anything they get 45% of fees. Steve Schultz asked if that is one- time fee or every year and Bob Dieker asked who goes after these businesses. Steve Schultz asked Mayor Rennecker to find out about these two questions and bring up later. Bruce Kendall asked if they could have representative come to a meeting.

Jeff Hogge discussed insurance renewal with Corkill Insurance. It went up a little less than $1000. Workers comp went down property insurance went up and all other coverage remained the same. Total premium is $33,898. Jeff said we should check insurance companies every three years to get best price on insurance. Marynel Corton made motion to approve the insurance renewal and Steve Schultz seconded the motion. Roll call taken:

Motion carried with 6 ayes, 0 nays and 0 absent to approve insurance.

Council discussed the “97” International dump truck that Barry Township has for salein amount of $5000. Robert Snyder said it runs and drives good, doesn’t slip when it goesin gear and has plow with it. It does not have a tailgate spreader. Knapheide has a stainless steel one for $6500 not installed. Bob Dieker made a motion to get the dump truck and spreader box at best price and Bruce Kendall seconded the motion. Motion carried with 6 ayes, 0 nays and 0 absent. Mayor Rennecker said they will get approval from all Councilmen before purchasing spreader.

Steve Schultz made a motion to adjourn and Bridget Cramsey seconded motion. Meeting adjourned at 7:55 p. m.
