City of Barry City Council met April 22.

Here is the minutes provided by the council:

Mayor Rennecker called the special meeting to order at 7 p.m. and was held at the Virginia Redmond Community Center. Those present were: Mayor Rennecker, Jeff Hogge, Sandra Brown, Steve Schultz, Bridget Cramsey, Bob Dieker and Marynel Corton. Scott Harris and Bruce Kendall were absent.  

Mayor discussed the water tower bids with Council. Jeff Hogge said that Midco Diving is available and will be in this region 5 times this year and can work around waiting for the budget to be approved or whenever we need the job done. Midco uses divers to inspect the tank while in communication with the crew on the ground. The tank will not be emptied and will be in service throughout the inspection. Divers are sanitized before entering the tank. Midco will vacuum up to 3” of silt from the bottom of the tank with no interruption of service. Ozark will do a more thorough cleaning but the tank will have to be emptied but will result in 50,000 plus gallons of water being wasted. The difference is $50.00 between Midco Diving and Ozark. Steve Schultz made a motion to use Midco Diving and Bridget Cramsey seconded the motion. Roll Call taken:

Motion carried with 4 ayes, 2 absent and 0 nays to use Midco Diving.  Council discussed purchasing attachments for the Polaris 4 wheeler from Outdoor Power which includes plow, mount, winch, blade and plow frame. Steve Schultz made a motion to approve purchase of attachments and Marynel Corton seconded the motion. Motion carried with 4 ayes, 2 absent and 0 nays. 

A Mexican restaurant from Pittsfield has expressed interest in parking a food truck in town daily. Mayor Rennecker said we do not have ordinance lined out for full time food truck. Our current itinerant vendor policy requires $100 yearly permit to operate in town and that is usually setting up every once in awhile. If someone wants to operate at a location daily an increased fee should probably be required as well as an approved location on a private lot and not on City right of way. Steve Schultz said if they are not set up on street we cannot charge fee if on private property and has to be zoned right. Jeff replied it has to be zoned retail. Jeff will check into this.  

Mayor Rennecker discussed water and sewer rates with Council. Last year we voted to pause on increasing utility rates and revisited 6 months later and continued to pause. Last year we had proposed a 3% increase in water and 6% in sewer rates. The state requires that we have our rates at a certain level to be eligible to apply for grant funding. We are currently eligible for water grants, but not sewer grants. The Director of the DCEO Community Development Department said we could apply but would not be awarded funds unless we got rates where they needed to be. Steve Schultz made a motion to raise  water rates 2% and sewer rates 8% and go into effect May 1, 2021 and Bridget Cramsey seconded the motion. Roll call taken:

Motion carried with 4 ayes, 2 absent and 0 nays.  

Mayor Rennecker stated that discussions continue with the Pike County Water District to expand service closer to Barry. He said if they contact us to discuss an emergency connection we would be wise to discuss it. They anticipate it looks like this. 

20,200 LF of 8” pipe will be required to connect to City’s raw waterman upstream of the water plant. 

20,200 LF x $10.00 per foot cost increase from 4” pipe to 8” pipe = $220,000.00 

Master metering vault will also be required with additional check valves to prevent backflows = $35,000.00 

Total project cost estimation to construct emergency connect = $270,000 

Max Middendorf said to have a no poaching clause that they cannot take any existing customers of Barry. Steve Schultz, Bridget Cramsey, Bob Dieker and Marynel Corton are all interested.  

Jeff Hogge said there is going to be a “Spring Pickens” May 15th thru 16th. They asked if they could use City property and would be some yard sales. If any food they would have to be inspected by health department and would need insurance.  

Jeff Hogge stated that one of the hand held meter quit working and a new one is $595. Steve Schultz made motion to approve purchase and Bob Dieker seconded motion. Motion carried with 4 ayes, 2 absent and 0 nays.  

Mayor Rennecker discussed expanding buildings in the façade area. Steve Schultz in favor of expanding buildings in façade and adding Bower Properties, Franks 4x4, Jeff Wendorff and Wally in down town area.  

Bob Dieker made a motion to adjourn and Steve Schultz seconded motion. Meeting adjourned at 8:10 p.m.
