PUBLIC COMMENT – Citizens wishing to address the City Council on matters germane to the agenda of the meeting will be limited to Three (3) minutes and are asked to be brief and concise in making their remarks. Comments submitted by mail or email will not be read aloud but a copy will be provided to each member of the Council and made a part of the minutes.  

DEPARTMENTAL QUARTERLY REPORT – POLICE  

UNFINISHED BUSINESS  

1. Consideration of an ordinance pertaining to the Coronavirus Local Fiscal Recovery Fund for the City of Macomb, Illinois.  

This ordinance will be presented for second reading and final approval.  

2. Consideration of an ordinance to amend Section 24-6 of the Municipal Code of the City of Macomb. 

This ordinance will be presented for second reading and final approval.  

3. Consideration to award the engineering design contract for the new Water Treatment Facility to Maurer Stutz/IMEG team.  

Final action will be in order.  

4. Consideration to award the bid for the South Dudley Street water main replacement to Vance Excavation in the amount of $296,491.00.  

Attached is a memo from PW Director Ohrtmann and a letter from IMEG for your review. Final  action will be in order.  

5. Consideration to accept the bid from First Bankers Trust Company for the Waste Water Treatment Plant Capital Equipment Financing at 1.98%.

NEW BUSINESS  

1. Consideration to approve the employment agreement with Danniel Meyer as Fire Chief. 

A copy of the agreement is attached for your review. Final action will be in order. 

NEW BUSINESS – Continued  

2. Consideration to authorize the reclassification of the Grounds Maintenance Supervisor position at Oakwood Cemetery to Grade 21.  

Attached is a memo from PW Director Ohrtmann for your review. Final action will be in order.  

3. Consideration to approve the Memorandum of Understanding between the City of Macomb and the Illinois Fraternal Order of Police Labor Council #189 to amend the Uniform/Equipment Inventory Supply.  

Attached is a memo from Police Chief Jones along with a copy of the MOU for your review. Final action will be in order.  

4. Consideration to approve the Residential Initiative & Stabilization Effort (RISE) application from Michael S. Parker for 515 and 521 North Albert Street in the amount of $15,000.00 for demolition and construction of a 6-plex plus an attic apartment.  

Attached is a memo from CDC Bannon and a copy of the application for your review. Final action will be in order.

a) Appointment, employment, compensation, discipline, performance or dismissal of an  employee of the public body or legal counsel for the public body, pursuant to Sec. 2(c) (1) of the Open Meetings Act.  

b) Collective Bargaining matters between the public body and its employees or representatives or deliberations concerning salary schedules for one or more classes of  employees, pursuant to Sec. 2(c) (2) of the Open Meetings Act.
