Jacksonville City Council met Aug. 23.

Here are the minutes provided by the council:

The City Council will be following the guidance set forth in the State of Illinois’ Restore Illinois Phase 5 for meetings and events. Members of the public have the option to attend the in-person City Council meeting or watch the live City Council meeting via live video located on the City of Jacksonville’s website www.jacksonvilleil.gov

Mayor Andy Ezard called the Jacksonville City Council Meeting to order at 6:20 p.m. The meeting was publicly announced by posting and by written notice to the local newspaper and radio stations.

ROLL CALL: The following answered present: Aldermen Mike Bartlett, Don Cook, Kent Hannant, Lori Large Oldenettel, Alison Rubin de Celis, Aaron Scott, Darcella Speed, Mike Wankel, Mary Watts, Eren Williams; Mayor Andy Ezard; City Attorney Dan Beard; City Clerk Skip Bradshaw. A quorum was declared.

MINUTES: Motion was made by Oldenettel, seconded by Cook, to approve the August 9, 2021 Minutes as presented in advance. By voice vote, motion carried.

PETITIONS: No discussion.

COMMUNICATIONS: No discussion.

CLAIMS: No discussion.

MAYOR’S REPORT:

1. Appointment of Nick Little to the Plan Commission, term expires December 31, 2022. Motion was made by Watts, seconded by Scott, to accept the Mayor’s appointment. By voice vote, motion carried.

CITY ATTORNEY’S REPORT:

1. Second reading of an ordinance amending the Jacksonville Municipal Code, Chapter 3 Alcoholic Beverages, Article II Retail Sale, Division 2 Licenses, Section 3-64 Location; Change of Location; Limitations on Number Issued – increase Class A, AA, B, BB, C, CC, Club and Bowling Alley licenses by one, total 48. (The Little Stove, LLC). Motion was made by Wankel, seconded by Scott, to accept the second reading of the ordinance. CA Beard read the ordinance as proposed.

2021-O-017 Be it ordained by the City Council of the City of Jacksonville, Morgan County, Illinois, that an Ordinance AMENDING THE JACKSONVILLE MUNICIPAL CODE, CHAPTER 3 ALCOHOLIC BEVERAGES, ARTICLE II RETAIL SALE, DIVISION 2 LICENSES, SECTION 3-64 LOCATION; CHANGE OF LOCATION; LIMITATIONS ON NUMBER ISSUED – (Increase Class A, AA, B, BB, C, CC, Club and Bowling Alley licenses by one, total 48 – The Little Stove, LLC), is hereby approved.

Mayor Ezard asked for discussion and there was none.

ROLL CALL: 9 Yeas; 0 Nays; 1 Abstain (Hannant)

Motion carried 9-0-1.

CITY CLERK’S REPORT: No discussion.

PUBLIC COMMENT: No discussion.

1. City Treasurer’s Report – July 31, 2021. City Treasurer Ron Smiljanich’s report for July 31, 2021, in which totals for cash receipts, cash disbursements, investments, and balances for all City bank and investment accounts were given.

PLANNING & PUBLIC WORKS:

2021-R-087 Resolution AUTHORIZING WAIVER OF ADVERTISEMENT FOR BIDS; AND ACCEPTING PROPOSALS FOR DEMOLITION OF PROPERTY LOCATED AT 817 SOUTH CLAY – (Shireman Farms Excavating, LLC - $13,400)

PUBLIC PROTECTION:

2021-R-088 Resolution APPROVING AGREEMENT BETWEEN THE CITY OF JACKSONVILLE, ILLINOIS AND JACKSONVILLE SCHOOL DISTRICT #117 REGARDING TWO (2) SCHOOL RESOURCE OFFICERS – (Term: July 1, 2021 through June 30, 2024)

Motion was made by Bartlett, seconded by Cook, to accept the Consent Agenda. Mayor Ezard asked for discussion or if there were any further items to be pulled from the Consent Agenda for further discussion and there were none.

ROLL CALL: 10 Yeas; 0 Nays

Motion carried 10-0.

OLD BUSINESS: Ald. Bartlett asked about the parking lot behind Guse’s Restaurant on S. Main Street. The City is in the process of having the property appraised and advertised for sale with the hopes of finishing up that process by the end of September. The issue with the sidewalk on the north side of the restaurant is that the City has not been able to find anyone to do the appraisal, so a different route has been taken and the property will be advertised for sale early next week.

NEW BUSINESS: Ald. Oldenettel advised that the next Town Brook clean-up day is scheduled for October 23rd. All are invited to participate.

ADJOURNMENT: With no further discussion motion was made by Williams, seconded by Hannant, to adjourn into Executive Session at 6:25 p.m. to discuss Collective Bargaining.
