City of Jacksonville Historic Preservation Commission met Nov. 15.

Here are the minutes provided by the commission:

Attendees: Steve Hardin, Bill Scott, Judy Tighe, Ed Killam, Jim Stollard, Lauretta Scheller Visitors: Robert Turner, Glen Barger

This meeting is a reschedule from the November 1 meeting when a quorum wasn’t met,

Steve Hardin, interim chair, announced the resignation of chair Pat Kennedy. Steve will chair the commission until a newly elected chair begins in January.

The minutes for the July meeting were approved.

A motion was made and approved to accept the new appointments for chair and recording secretary, beginning January 2022. Lauretta Scheller is elected as chair and Rebecca Houston is recording secretary. Reappointments to the commission are Ed Killam, Bill Scott and Rick Stevens.

The commission recognized visitor, Robert Turner, owner of 201 Caldwell, to present his plans to add an addition to the rear of his house. The COA and photographs of the current house were handed out for review. Mr. Turner described the addition of a second floor bathroom, which would extend the roofline for “salt box” style to tie into existing roof. After discussion, motion made by Steve, seconded by Judy to we approve the COA. Motion carried. Mr. Turner also mention plans to remove the painted cedar-shingle siding with vinyl. However, this is not on the current COA. We discouraged him from using vinyl as this would decrease the historic nature of the house. He will return at a later date with a COA.

Glen Barger, of 872 Grove, hasn’t submitted a COA but wants the commission’s agreement for him to demolish the house following the devastating fire. The house was underinsured and the cost to rebuild the interior exceeds the value of the house and the insurance payout. We discussed some options of bidding the house to different contractors (names suggested), and also to try and place it up for sale for as a “project house.” Mr. Barger is frustrated with the restorations services so far and with the insurance company. After much discussion, demolition talk was tabled until the December meeting.

Meeting adjourned. Our next meeting to be December 6 at 5:30 p.m.
