PUBLIC HEARING

1. A public hearing to Consider an Ordinance to Create a Class D Liquor License for 309 Marketplace LLC at 129 N Randolph St, Macomb, Illinois.

PUBLIC COMMENT

Citizens wishing to address the City Council on matters germane to the agenda of the meetings will be limited to 3 minutes and are asked to be brief and concise in making their remarks. Comments submitted by mail or email will not be read aloud but a copy will be provided to each member of the Council and made a part of the minutes.

CONSENT AGENDA

1. Minutes of the Macomb City Council meeting held on Monday, October 20, 2025, and the Committee of the Whole meeting held on Monday, October 27, 2025.

UNFINISHED BUSINESS

1. Consideration of an Ordinance Authorizing the Sale of Certain Personal Property (Equipment & Vehicles) owned by the City of Macomb.

City Attorney Scalf will present for a second reading and final action.

2. Consideration of an Ordinance to Authorize the Issuance of a Special Use Permit to allow front yard parking in an R-2 Single Family Residential Zoning District at 605 Memorial Drive, Macomb, McDonough County, Illinois.

City Attorney Scalf will present for a second reading and final action.

3. Consideration of an Ordinance to Authorize the Issuance of a Special Use Permit to allow Roof Mounted Solar in a B-2 General Business Zoning District at 1631 E. Jackson Street., Macomb, McDonough County, Illinois.

City Attorney Scalf will present for a second reading and final action.

4. Other unfinished business.

NEW BUSINESS

1. Presentation Overview of Final Audit for Fiscal Year Ending April 30, 2025, as presented by Baker Tilly US, LLP Auditing Firm.

Representatives will be present to recite their findings to the council.

2. Consideration to Accept Final Audit Report for Fiscal Year Ending April 30, 2025. The audit reports were provided in an email sent to each council member for early review and time for questions prior to the council meeting. Final action is in order.

3. Consideration to Award Bid for the Macomb Police Department Window Replacement Project to Laverdiere Construction, Inc. for Bid Version #1 in the amount of $51,137.00. Memo attached from Chief Hamer. A copy of the bid tabulation, bid form, and certification are included in your packet. Final action is in order.

4. Consideration to Authorize the Proposed SOW for the City of Macomb Developed by LEAP Group/Matter.

This was discussed at COW on October 27, 2025, and recommended by the General Government Committee.

The city has budgeted $25,000.00, an IGA with the Macomb Park District contributing $20,000.00, done by resolution R2025-19. Final action is in order.

5. Consideration to Authorize a Contract to Fluid Control Products for repair and/or replacement of various components of the Sludge Thickener Gearbox Assembly in the amount of $31,772.62.

A memo is attached along with the quotation. Final action is in order.

6. Consideration of an Ordinance to authorize the creation of a Class D liquor license for 309 Marketplace LLC at 129 N Randolph St, Macomb, Illinois.

A copy of the ordinance is in the packet. Attorney Scalf will present for first reading.

7. Consideration to Authorize the Execution of a Purchase Agreement for Real Estate located at 5 East Side Square.

An agreement will be provided before the meeting. Final action is in order.

8. Other new business.
