City of Waverly City Council met Feb. 8.

Here are the minutes provided by the council:

1. Call to Order and Roll Call.

Mayor Duewer called the meeting to order at 7:00 pm. Present were: Alderman Baines, Alderman Campbell, Alderman Cleveland, Alderman Durako, and Alderman Nagel. Alderman Gray was not present.

2. Pledge of Allegiance

3. Comments from the Floor

Waverly Junior Women’s Club – Emily Copelin addressed the Council concerning plans to upgrade the playground in Salter Park. They are in the early stages of looking for grants and developing plans. This will remain as an on-going agenda item for further discussion

Waverly Public Library - Darla Stewart presented to the Council the bid received for tuckpointing the Library Building, which is over 100 years old. Alderman Baines moved, second by Alderman Cleveland to approve assistance from the City for the upcoming project. All present voted aye.

4. Approve Open Meeting Minutes from the January 4, 2022 Meeting

Alderman Nagel moved, second by Alderman Cleveland to approved the minutes of the January 4, 2022, City Council meeting. All present voted aye.

5. Approve the Reports of Clerk, Collector, Bookkeeper and Treasurer

Alderman Durako moved, second by Alderman Nagel to approved all reports presented. All present voted aye.

6. Pay January Bills Due in February 2022

Alderman Cleveland moved, second by Alderman Durako to approve payment of the January 2022 bills. All present voted aye.

7. Municipal

Discussion and possible approval regarding the Illinois Department of Transportation, State Route 104 Project. On-going discussion. Mayor Duewer reported that there are presently no grants being award and Representative Rodney Davis is planning to meet with IDOT to discuss the project.

Discussion and possible approval of a City Sponsored Warming/Cooling Center. Jason Shumaker, Chief of the Waverly Volunteer Fire and Rescue, reported that the firehouse is available to be used as a “warming / cooling center” in the event of a power outage.

8. Finance

No discussion of action items.

9. Parks, Lakes, and Recreation

Discussion and possible approval of 2022 boat permits. 100 permits will be ordered for the 2022 – 2023 season and will be available at the City Hall and the Water Plant prior to April 1, 2022. The cost will remain at $25.00.

Alderman Durako moved, second by Alderman Cleveland to approve the SCADA Systems Modifications for Raw Water Pump Station. All present voted aye.

Discussion and possible approval of Lake Easement Proposal from Barry Austin. The City Council will take no further action regarding the proposal presented.

10. Police

Chief Johnson presented the monthly report for January. Devon Smock has competed all training and is now fully certified. Discussion and possible approval of 2022 Golf Cart Permits. 60 permits will be ordered to 2022 – 2023 and will be available at the Police Office prior to April 1, 2022. The cost will remain at $75.00.

11. Streets and Alleys

No discussion or action items.

12. Utilities

No discussion of action items.

13. Zoning

No discussion or action items.

14. Committee Reports

Discussion and possible approval to establish an Ad Hoc Committee to discuss properties in disrepair and need of clean-up. Council members will attend the Zoning Committee meeting on February 21 to discuss this issue.

15. Old Business:

Discussion and possible approval of utilization of the State of Illinois Non-Entitlement Units (NEU) funds from ARPA’s Coronavirus Local Fiscal Recovery (“CLFR”) funds. On-going discussion in Finance Committee

16. New Business

Discussion and possible approval regarding letter to Raffle License holders addressing report requirements related to Ordinance 18-7: Regulating the Licensing of Raffles. The City Clerk will discuss with the City Attorney regarding the frequency of the reports and provide an update at the next Council meeting.

Alderman Baines moved, second by Alderman Cleveland to approve the bid received from J & K Exterior Finishing, Inc. for City Hall/ Police “facelift”. All present voted aye.

17. Executive Session:

Alderman Cleveland moved, second by Alderman Baines to enter Executive Session at 8:15 pm to discuss the appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body or legal counsel of the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel of the public body to determine its validity. All present voted aye.

Alderman Cleveland moved, second by Alderman Campbell to re-enter Open Session at 8:50 pm. All present voted aye

18. Adjourn:

Alderman Cleveland moved, second by Alderman Durako to adjourn at 8:51 pm.
