City of Jacksonville Historic Preservation Commission met May 2.

Here are the minutes provided by the commission:

In Attendance: Lauretta Scheller, Gary Morris, Judy Tighe, Bryan Nyberg Aaron Scott, Rebecca Houston and 8L00 architect John Whitlock

The Commission met in the Mayor's Conference Room and was called to order by Chair Lauretta Scheller. She called for a motion to approve the minutes from the pre\nous meeting, which was made by Rebecca Houston and seconded by Judy Tighe. The vote was unanimous, and the minutes were approved.

Chair Scheller noted that there were no COAs to approve, so we would move to recognize our guest, BLD0 architect John Whitlock, who is the project manager for the Crispin Hall renovation project for Illinois College. She noted that the building permit has already been granted, but that the firm should have first sought and been granted a COA.

Mr. Whitlock described Crispin Hall as an existing structure on the Illinois College campus with a brick/glass curtain wall, a bit of international/Modern style that is not overly common on the campus. Initial conversation, under former President Steuer, centered around improving the facade of the building. Subsequently, though, the space has been entirely reimagined, to be useful as an academic building and to attempt to marry it with other architectural styles on campus. It is a three-story building but reads more as two-stories.

Conversation was had regarding the nature of mid-century modern architecture on campus, noting that the dormitories constructed in the same period are perhaps more exemplary of the period. Chair Scheller, noting that the construction permit has already been granted, said that if this were Beecher, or the Octagon House, it would be different!

Old Business :

• Chair Scheller noted that the contract on 1 Duncan Place had fallen through because of a lack of clear title,

• local landmarks - the list has been sent out but will need updating. College Avenue Dental was immediately mentioned

• In continuing discussion on local landmarking, we offered ideas on the fate of the Octagon house on IC's campus. Aaron lived at the house for a number of years and thought IC would be open to selling the house to a private party with the intention of moving it to an available lot that the city owns. He offered to look into the availability of a lot.

• Jim and Gary were Interested in writing up a local landmark nomination.

The meeting adjourned at 6:30 and will meet again at 6:30 on Monday, June 6, 2022.
