City of Macomb City Council met June 20.

Here are the minutes provided by the council:

The Macomb City Council met in a regular session at 5:15 p.m. in the Council Chambers in City Hall, 232 East Jackson Street, Macomb, IL.

PLEDGE

Mayor Mike Inman led the Pledge of Allegiance.

ROLL CALL

City Clerk Melanie Falk called the roll and the following Aldermen answered present: Mike Wayland, John Vigezzi, Don Wynn, Tom Koch, Ashley Katz and Dennis Moon. Six Aldermen being present, Mayor Inman declared a quorum for transaction of business. In addition to the Mayor, City Clerk and Aldermen, City Administrator Scott Coker and City Attorney Lisa Scalf were present. Also, in attendance; Police Chief Jerel Jones, Public Works Director Alice Ohrtmann, and Public Transportation Director Miranda Lambert. Alderman Tammie Leigh Brown-Edwards and City Treasurer Ronald Ward were absent.

Items on the Consent Agenda:

1. Minutes of the Macomb City Council meeting held on Monday, June 6, 2022 and Committee of the Whole meetings held on Monday, June 16, 2022.

4. Consideration to authorize implementing a Residential Façade Improvement and Basic Needs Profit Grant Programs using American Rescue Plan Act (ARPA) funds.

CONSENT AGENDA ADOPTED

Alderman Moon moved, seconded by Alderman Koch to accept the consent agenda as published, on question being put, Aldermen Wayland, Vigezzi, Wynn, Koch, Katz and Moon being all Aldermen voting “Aye” on roll call and no “Nay” votes on roll call, Mayor Inman declared the motion carried.

PUBLIC COMMENT

None

City Attorney Lisa Scalf presented the following ordinance for second reading:

AN ORDINANCE TO ESTABLISH A DATE FOR A PUBLIC HEARING FOR THE PROPOSED DOWNTOWN-EAST SIDE TAX INCREMENT FINANCING (TIF) DISTRICT

APPROVE ORDINANCE NO. 22-27

Alderman Vigezzi moved, seconded by Alderman Katz to approve the ordinance to establish a date for a Public Hearing for the Proposed Downtown-East Side Tax Increment Financing (TIF) District, on question being put, Aldermen Vigezzi, Koch, Katz, Moon and Wayland voting “Aye” on roll call,

Alderman Wynn voting “Recuse” on roll call and no “Nay” votes on roll call, Mayor Inman declared the motion carried and the ordinance was approved and became Ordinance No. 22-27.

Alderman Brown-Edwards arrived at 5:19 p.m.

APPROVE PUBLIC WORKS ARPA-FUNDS PROJECTS

Alderman Koch moved, seconded by Alderman Wynn to approve the proposed Public Works projects PUBLIC WORKS using American Rescue Plan Act (ARPA) funds, on question being put, Aldermen Wynn, Koch, Katz, Brown-Edwards, Moon, Wayland and Vigezzi being all Aldermen voting “Aye” on roll call and no “Nay” votes on roll call, Mayor Inman declared the motion carried.

AUTHORIZE ADDING SECOND SCHOOL RESOURCE OFFICER

Alderman Vigezzi moved, seconded by Alderman Katz to authorize adding a second School Resource Officer position in the Macomb Police Department, on question being put, Aldermen Koch, Katz, Brown-Edwards, Moon, Wayland, Vigezzi and Wynn being all Aldermen voting “Aye” on roll call and no “Nay” votes on roll call, Mayor Inman declared the motion carried.

City Attorney Lisa Scalf read the following resolution:

RESOLUTION FOR IMPROVEMENT UNDER THE ILLINOIS HIGHWAY CODE

BE IT RESOLVED, by the Council of the City of Macomb, Illinois that the following described streets roads, structures be improved under the Illinois Highway Code. Work shall be done by Contract For Roadway Street Improvements:

Intersections of US67/US136 (E. Jackson & Campbell, US67.US136 E. Jackson & Prairie, US136 W. Jackson & Johnson, US136 W. Jackson & Wigwam Hollow, US67/US136 Calhoun & Campbell, US67/US136 E. Jackson & Wheeler/Wal-Mart Entrance, US67 Lafayette & US136 Calhoun)

BE IT FURTHER RESOLVED, that the proposed improvements shall consist of modernization of traffic signals at the above intersections.

That there is hereby appropriated the sum of Nine thousand twenty-eight dollars and 09/100 cents, ($9,028.09) for the improvement of said section from the Local Public Agency’s allotment of Motor Fuel Tax funds.

BE IT FURTHER RESOLVED, that the Clerk is hereby directed to transmit four (4) certified originals of the resolution to the district office of the Department of Transportation.

ADOPT RESOLUTION NO. 2022-10

Alderman Moon moved, seconded by Alderman Vigezzi to adopt the resolution for improvements under the Illinois Highway Code, on question being put, Aldermen Katz, Brown-Edwards, Moon, Wayland, Vigezzi, Wynn and Koch being all Aldermen voting “Aye” on roll call and no “Nay” votes on roll

call, Mayor Inman declared the motion carried and the resolution was adopted and became Resolution No. 2022-10.

City Attorney Lisa Scalf presented the following ordinance for first reading:

AN ORDINANCE AMENDING PORTIONS OF CHAPTER 21 OF THE MACOMB MUNICIPAL CODE

AUTHORIZE COMMITTEE POWER TO ACT JUNE 27, 2022

Alderman Vigezzi moved, seconded by Alderman Koch to authorize the Committee of the Whole Power to Act on the ordinance amending portions of Chapter 21 of the Municipal Code at their meeting scheduled on Monday, June 27, 2022, on question being put, Aldermen Brown-Edwards, Moon, Wayland, Vigezzi, Wynn, Koch and Katz being all Aldermen voting “Aye” on roll call and no “Nay” votes on roll call, Mayor Inman declared the motion carried.

AUTHORIZE SOLICITING BIDS DRILL TEST WELL WARD & GRANT

Alderman Moon moved, seconded by Alderman Koch to authorize soliciting bids for the drilling of a test well on the property located at the corner of Ward Street and Grant Street for a new water treatment facility, on question being put, Aldermen Moon, Wayland, Vigezzi, Wynn, Koch, Katz and Brown-Edwards being all Aldermen voting “Aye” on roll call and no “Nay” votes on roll call, Mayor Inman declared the motion carried.

AUTHORIZE EXTENDING AGREEMENT DURHAM ONE YEAR GO WEST

Alderman Moon moved, seconded by Alderman Vigezzi to approve amendment to the Purchase of Services agreement between the City of Macomb and Durham School Services to extend the agreement for one (1) year beginning July, 1, 2022 through June 30, 2023 to operate the Go West Transit System, on question being put, Aldermen Wayland, Vigezzi, Wynn, Koch, Katz, Brown-Edwards and Moon being all Aldermen voting “Aye” on roll call and no “Nay” votes on roll call, Mayor Inman declared the motion carried.

AUTHORIZE EXTENDING AGREEMENT DURHAM ONE YEAR DEMAND RESPONSE DISPATCH

Alderman Vigezzi moved, seconded by Alderman Wynn to approve amendment to the Purchase of Services agreement between the City of Macomb and Durham School Services to extend the agreement for one (1) year beginning July 1, 2022 through June 30, 2023 to operate the Demand Response Transportation System and the Central Dispatch Center, on question being put, Aldermen Vigezzi, Wynn, Koch, Katz, Brown-Edwards, Moon and Wayland being all Aldermen voting “Aye” & on roll call and no “Nay” votes on roll call, Mayor Inman declared the motion carried.

APPROVE REVISED MCPT TITLE VI PLAN

Alderman Vigezzi moved, seconded by Alderman Wynn to approve the revised McDonough County Public Transportation Title VI Plan, on question being put, Aldermen Wynn, Koch, Katz, Brown Edwards, Moon, Wayland and Vigezzi being all Aldermen voting “Aye” on roll call and no “Nay” votes on roll call, Mayor Inman declared the motion carried.

COUNCIL ADJOURMENT

There being no further business to come before the council, Alderman Vigezzi moved, seconded by Alderman Wynn to adjourn, all Aldermen voting “Aye” by voice vote, Mayor Inman declared the motion carried and they adjourned at 5:35 p.m.
