City of Rushville City Council met July 5.

Here are the minutes provided by the council:

1. ROLL CALL & CALL TO ORDER

The Rushville City Council met in the meeting room of the City Hall building. Upon convening, Mayor Carson Klitz directed City Clerk, Stacey Briney to call the roll. Upon ROLL CALL, the following answered present: Council Members: Susan Acker, Richard Davis, Terry Dodds, Jeff Ervin, Bob Lambert, and Mike Ryan. The meeting was called to order at 7:00 P.M. Council Members, Barry Rebman and Paul Trimble were absent.

Others present included: Stacey Briney, City Clerk; Nathan Campbell, Superintendent of Operations; David Haney of The Rushville Times; Schuyler Isley, representing Schuyler County Economic Development Commission (SCEDC); and Wendy Stevens, Amanda Higgins, Mike Edwards, & Gary Holmes, Scripps Park Board Members.

2. PLEDGE OF ALLEGIANCE

The Pledge of Allegiance was led by Mayor Carson Klitz.

3. PUBLIC COMMENTS

There were no Public Comments at this time.

4. CONSENT AGENDA

All items on the Consent Agenda are considered to be routine in nature and will be enacted in one motion. There will be no separate discussion of these items unless a Council Member so requests, in which event, the item will be removed from the Consent Agenda and considered as the first item after approval of the Consent Agenda.

a. Approve the Minutes of the Regular Meeting held June 20, 2022

b. Approve the Minutes of the Grievance & Personnel Committee Meeting held June 14, 2022; & Street Committee Meeting held June 16, 2022

c. Approve “Claims for Council Approval Dated 07/05/22” & Accept Monthly Reports

d. Approve Hiring Skyler Koch as Concession Stand Manager; Lori Hulvey & LouAnn Norton for the Pro Shop; & Dylan Koch as Lifeguard

e. Approve Hiring Chad Edwards as Consultant for Spraying at Golf Course

f. Pass &Adopt Ordinance No. 1349, Prevailing Wage Ordinance

g. Consider Suspending the Rules RE: Ordinance No. 1350, Supplemental

Ervin MOVED TO APPROVE THE CONSENT AGENDA. Dodds SECONDED, AND THE MOTION CARRIED WITH AN ALL “YEA” ROLL CALL VOTE AS FOLLOWS: 6 YEAS – Acker, Davis, Dodds, Ervin, Lambert, & Ryan; 0 NAYS; 2 ABSENT – Rebman & Trimble.

5. ITEMS TO BE REMOVED FROM CONSENT AGENDA – IF APPLICABLE All items were approved on the Consent Agenda.

6. DISCUSS & CONSIDER HIRING ANDY EBEY AS GREENSKEEPER AT A SALARY OF $55,000

Council Member, Jeff Ervin reported the Scripps Park Board recommended hiring Andy Ebey as greenskeeper at a salary of Fifty-Five Thousand Dollars ($55,000). Ervin stated he thinks this is an excellent hire and Ebey will do an excellent job. Ervin noted this was all contingent on Ebey passing his spraying license. Golf Course, Grounds, & Caddy House Committee Chairman, Mike Edwards said the park board gave Ebey six (6) months to pass his spraying test.

Ervin MOVED TO HIRE ANDY EBEY AS GREENSKEEPER AT A SALARY OF FIFTY FIVE THOUSAND DOLLARS ($55,000). Davis SECONDED, AND THE MOTION CARRIED WITH AN ALL “YEA” ROLL CALL VOTE AS FOLLOWS: 6 YEAS – Davis, Dodds, Ervin, Lambert, Ryan, & Acker; 0 NAYS; 2 ABSENT – Rebman & Trimble.

7. DISCUSS & CONSIDER SUSPENDING THE RULES RE: ORDINANCE NO. 1351, AN ORDINANCE AMENDING ORDINANCE NO. 1345, ORDINANCE ESTABLISHING SALARIES, WAGES, AND BENEFITS FOR CITY DEPARTMENT SUPERINTENDENTS & EMPLOYEES

Mayor Klitz reported the salary for Ebey was outside of the parameters of the salary range. Council Member, Terry Dodds asked why the city was paying Fifty-Five Thousand Dollars ($55,000) and not Fifty Thousand Dollars ($50,000) because Ebey is not certified yet.

Ervin MOVED TO SUSPEND THE RULES RE: ORDINANCE NO. 1351, AN ORDINANCE AMENDING ORDINANCE NO. 1345, ORDINANCE ESTABLISHING SALARIES, WAGES, AND BENEFITS FOR CITY DEPARTMENT SUPERINTENDENTS & EMPLOYEES. Lambert SECONDED, AND THE MOTION CARRIED WITH A ROLL CALL VOTE AS FOLLOWS: 5 YEAS – Ervin, Lambert, Ryan, Acker, & Davis; 1 NAY – Dodds; 2 – ABSENT – Rebman & Trimble.

8. PASS & ADOPT ORDINANCE NO. 1351, AN ORDINANCE AMENDING ORDINANCE NO. 1345, ORDINANCE ESTABLISHING SALARIES, WAGES, AND BENEFITS FOR CITY DEPARTMENT SUPERINTENDENTS & EMPLOYEES

Ervin MOVED TO PASS & ADOPT ORDINANCE NO. 1351, AN ORDINANCE AMENDING ORDINANCE NO. 1345, ORDINANCE ESTABLISHING SALARIES, WAGES, AND BENEFITS FOR CITY DEPARTMENT SUPERINTENDENTS & EMPLOYEES. Ryan SECONDED, AND THE MOTION CARRIED WITH A ROLL CALL VOTE AS FOLLOWS: 6 YEAS – Ervin, Lambert, Ryan, Acker, Davis, & Dodds; 0 NAYS; 2 – ABSENT – Rebman & Trimble.

9. COUNCIL MEMBER & OFFICIALS’ REPORTS

Council Member, Terry Dodds gave kudos to the city workers for picking up the sticks after the storm, repairing the sidewalks, etc. Mayor Klitz stressed that Campbell is a benefit to the city and he has never turned him down when he calls to ask him to do something.

Council Member, Richard Davis reported he just wanted to second what Dodds reported.

Water & Sewer Committee Chairman, Jeff Ervin reported the camera crew will be back to re camera to see what is past the blockage at Roger’s Bakery. Ervin stated they are also going to bring a camera for the sewer at Jackson and Washington Streets.

Ervin also reported the engineers are waiting on the easements for the Silverleaf water line project. Ervin noted this project might be put out for bid this winter. Ervin stated he would like to include the sewer on Wilson Street because it is orangeburg and needs replaced.

10. ADJOURN

Ervin MOVED TO ADJOURN. Ryan SECONDED, AND THE MOTION CARRIED WITH AN ALL “YEA” ROLL CALL VOTE AS FOLLOWS: 6 YEAS – Lambert, Ryan, Acker, Davis, Dodds, & Ervin; 0 NAYS; 2 ABSENT – Rebman & Trimble . THE MEETING STOOD ADJOURNED ACCORDINGLY AT 7:07 P.M.
