City of Waverly City Council met July 5

City of Waverly City Council met July 5.

Here are the minutes provided by the council:

1. Call to Order and Roll Call.

Mayor Duewer called the meeting to order at 7:00 pm. Present were Alderman Baines, Alderman Campbell, Alderman Gray, Alderman Nagel and Adlerwoman Robinette. Alderman Cleveland was absent.

2. Pledge of Allegiance

3. Comments from the Floor

Jason Shumaker, WVFD & Rescue Squad, was present to discuss assistance from the City. Alderman Baines moved, second by Alderman Nagle to approve $2500.00 out of COVID funds for the purchase of radios.

The City approved a special Liquor License for the South County Sport’s Boosters for the Waverly Picnic on July 29 and 30.

Brian and Stacy Pridemore requested that the City review their liquor license to allow expanding service to customers. This item will be placed on the August agenda and discussed further.

John Bostic and Greg Watret. requested that the City consider approving their application for a Liquor License. This item, will be placed on the August agenda and discussed further.

4. Approve Open Meeting Minutes from the June 7, 2022 Meeting

Alderman Nagel moved, second by Alderwoman Robinette to approve the minutes from the June 7, 2022, meeting. All present voted aye.

5. Approve the Reports of Clerk, Collector, Bookkeeper and Treasurer

Alderman Campbell moved, second by Alderman Baines to approve the reports as presented. All present voted aye.

6. Pay June Bills Due in July 2022

Alderwoman Robinette moved, second by Alderman Nagel to pay the June bills as presented. All present voted aye.

7. Municipal

Discussion and possible action regarding the Illinois Department of Transportation, State Route 104 Project. On-going discussion.

Alderman Baines moved, second by Alderman Gray to adopt a plan of action regarding the properties at 129 & 143 North Pearl and approve a Resolution to address the nuisance. All present voted aye.

8. Finance

Alderman Campbell moved, second by Alderman Baines to approve Ordinance 22-03 for FY23 Appropriations. All present voted aye.

9. Parks, Lakes, and Recreation

Alderman Campbell moved, second by Alderman Nagel to re-implement the agreement regarding boat docks at Waverly Lake as presented. All present voted aye.

10. Police

Chief Johnson reported that the month of June as busy and that there were no unusual incidents. On July 20, 2022, there is an upcoming court appearance regarding nuisance properties.

11. Streets and Alleys

Nothing to report.

12. Utilities

Alderman Baines moved. Second by Alderman Nagel to approve funds needed to complete the Gas Valve project and bring the City into compliance. All present voted aye.

The Clerk was directed to proceed with notices to shut off utilities for those who have delinquent accounts.

13. Zoning

Nothing to report.

14. Committee Reports

Nothing to report.

15. Old Business:

Discussion and possible action regarding utilization of the State of Illinois Non-Entitlement Units (NEU) funds from ARPA’s Coronavirus Local Fiscal Recovery (“CLFR”) funds. On-going discussion in Finance Committee.

16. New Business

The City Council will review and discuss the insurance proposal presented by the Illinois Municipal League Risk Management Association at the August meeting.

Alderman Baines moved, second by Alderwoman Robinette to keep Executive Session minutes private. All present voted aye.

17. Executive Session:

Alderman Gray moved, second by Alderman Baines to enter Executive Session at 7:55 pm to discuss the appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body or legal counsel of the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel of the public body to determine its validity. All present voted aye.

Alderman Gray moved, second by Alderman Campbell to re-enter Open Session at 8:40 pm. All present voted aye.

18. New Business (contd.)

Alderman Gray moved, second by Alderman Baines to approve action regarding pay for City employees due in July as discussed in Executive Session. All present voted aye.

19. Adjourn:

Alderman Nagel moved, second by Alderwoman Robinette to adjourn at 8:42 pm. All present voted aye.
