PUBLIC COMMENT – Citizens wishing to address the City Council on matters germane to the agenda of the meeting will be limited to Three (3) minutes and are asked to be brief and concise in making their remarks. Comments submitted by mail or email will not be read aloud but a copy will be provided to each member of the Council and made a part of the minutes.

UNFINISHED BUSINESS

1. Consideration of an ordinance to authorize the rezoning of 136 West Carroll Street in the City of Macomb, McDonough County, from B-2 General Business District to B-3 Downtown Business District.

This ordinance will be presented for second reading and final approval.

2. Consideration of an ordinance to authorize the issuance of a special use permit to allow first floor residential in a B-3 Downtown Business Zoning District at 136 West Carroll Street, Macomb, McDonough County, Illinois.

This ordinance will be presented for second reading and final approval.

3. Consideration of “An ordinance authorizing the issuance of Taxable General Obligation Bonds (Alternate Revenue Source), in an aggregate principal amount not to exceed $6,500,000 for the purpose of funding a portion of the City’s unfunded police pension liability relating to the police employees, funding a budget stabilization account, and paying for cost related thereto.”

This ordinance will be presented for second reading and final approval.

Consideration of “An ordinance authorizing the issuance of Taxable General Obligation Bonds (Alternate Revenue Source), in an aggregate principal amount not to exceed $10,000,000 for the purpose of funding a portion of the City’s unfunded fire pension liability relating to the fire employees, funding a budget stabilization account, and paying for costs related thereto.”

1. Consideration to award the bid for the William H. Thorpe Memorial Park Chain Link Fence to Building Material, Inc. in the amount of $10,133.58.

2. Consideration to award the Residential Façade Improvement Grant Program to 38 recipients for a total of $330,000.00.

3. Consideration to award the bid for a 2023 Ford Maverick XL Hybrid for the Community Development Office to Woodrum Automotive, Inc. in the amount of $24,247.24. Attached is a memo form CDC Bannon for your review. Final action will be in order.

4. Consideration to approve the FY23 Downstate Operating Assistance Program agreement with the Illinois Department of Transportation for the McDonough County Public Transportation in the amount of $1,590,550.00.

A memo from Transit Director Lambert is attached for your review. Final action will be in order.

5. Consideration to authorize soliciting bids for the replacement of the Police Department Vehicle Impound security gate system.

Attached is a memo from Police Chief Jones for your review. Final action will be in order.

6. Consideration of a resolution requesting a temporary street closure to the Illinois Department of Transportation for the WIU Homecoming parade on October 22, 2022.

A copy of the resolution is attached for your review. Final adoption will be in order.

7. Consideration of an ordinance approving the termination of the Macomb Downtown Tax Increment Financing (TIF) District Redevelopment Project Area, Plan and Projects. This ordinance will be presented for first reading. A copy is attached for your review.

8. Consideration of an ordinance approving the Redevelopment Plan and Projects for Macomb Downtown – East Side Tax Increment Financing District.

This ordinance will be presented for first reading. A copy is attached for your review.

9. Consideration of an ordinance designating the Redevelopment Project Area for Macomb Downtown – East Side Tax Increment Financing District.

This ordinance will be presented for first reading. A copy is attached for your review.

10. Consideration of an ordinance adopting Tax Increment Financing for Macomb Downtown – East Side Tax Increment Financing District Plan, Projects and Redevelopment Project Area. This ordinance will be presented for first reading. A copy is attached for your review.
