City of Rushville City Council met July 18.
Here are the minutes provided by the council:
1. ROLL CALL & CALL TO ORDER
The Rushville City Council met in the meeting room of the City Hall building. Upon convening, Mayor Carson Klitz directed City Clerk, Stacey Briney to call the roll. Upon ROLL CALL, the following answered present: Council Members: Susan Acker, Richard Davis, Bob Lambert, Barry Rebman, and Mike Ryan. The meeting was called to order at 7:00 P.M. Council Members, Terry Dodds, Jeff Ervin, and Paul Trimble were absent.
Others present included: Stacey Briney, City Clerk; Charlie Burton, City Attorney; Nathan Campbell, Superintendent of Operations; David Haney of The Rushville Times; Schuyler Isley, representing Schuyler County Economic Development Commission (SCEDC); Wendy Stevens, Amanda Higgins, and Chuck Laegeler.
2. PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Mayor Carson Klitz.
3. PUBLIC COMMENTS
There were no Public Comments at this time.
4. CONSENT AGENDA
All items on the Consent Agenda are considered to be routine in nature and will be enacted in one motion. There will be no separate discussion of these items unless a Council Member so requests, in which event, the item will be removed from the Consent Agenda and considered as the first item after approval of the Consent Agenda.
a. Approve the Minutes of the Regular Meeting held July 5, 2022
b. Approve “Claims for Council Approval Dated 07/18/22” & Accept Monthly Reports
Ryan MOVED TO APPROVE THE CONSENT AGENDA. Rebman SECONDED, AND THE MOTION CARRIED WITH AN ALL “YEA” ROLL CALL VOTE AS FOLLOWS: 5 YEAS – Acker, Davis, Lambert, Rebman, & Ryan; 0 NAYS; 3 ABSENT – Dodds, Ervin, & Trimble.
5. ITEMS TO BE REMOVED FROM CONSENT AGENDA – IF APPLICABLE
All items were approved on the Consent Agenda.
6. DISCUSS & CONSIDER AWARDING 2022 MFT SEAL COAT BID
Rebman MOVED TO AWARD THE 2022 MFT SEAL COAT BID TO ILLINOIS VALLEY PAVING IN THE AMOUNT OF FORTY-SEVEN THOUSAND THIRTY-EIGHT DOLLARS AND TWENTY CENTS ($47,038.20). Ryan SECONDED, AND THE MOTION CARRIED WITH AN ALL “YEA” ROLL CALL VOTE AS FOLLOWS: 5 YEAS – Davis, Lambert, Rebman, Ryan, & Acker; 0 NAYS; 3 ABSENT – Dodds, Ervin, & Trimble.
7. COUNCIL MEMBER & OFFICIALS’ REPORTS
TIF Committee Chairman, Bob Lambert reported there will be a committee meeting at 6:30 p.m., Wednesday, July 20th, to discuss a couple TIF applications.
Council Member, Terry Dodds arrived at 7:01 p.m.
Street Committee Chairman, Mike Ryan called for a Street Committee meeting at 7:15 p.m., Wednesday, July 20th, to Discuss Purchase of Dump Truck. .
Parks & Recreation Committee Chairman, Barry Rebman reported the golf course is looking really good right now. Rebman stated Greenskeeper, Andy Ebey has been fixing the water leaks. Mayor Klitz said they are in need of 2 ½” pipe and it is hard to come by but Ebey has found some so he can continue. Mayor Klitz noted Chad Edwards has sprayed the greens at least twice and they are a lot better.
Public Buildings Committee Member, Terry Dodds reported we are still in need of a custodian for City Hall.

Acker MOVED TO ADJOURN. Rebman SECONDED, AND THE MOTION CARRIED WITH AN ALL “YEA” ROLL CALL VOTE AS FOLLOWS: 6 YEAS – Lambert, Rebman, Ryan, Acker, Davis, & Dodds; 0 NAYS; 2 ABSENT – Ervin & Trimble . THE MEETING STOOD ADJOURNED ACCORDINGLY AT 7:04 P.M.
