City of Hamilton City Council met Aug. 1.
Here are the minutes provided by the council:
1. ROLL CALL
The Hamilton City Council met in regular session at 7:00pm at the Hamilton City Hall or remotely by Zoom. Attending in person were Mayor David Bierbaum, Aldermen Tommy Buckert, Brandon Wilson, Beverly Boone, Steve Schlatter and Debbie Summers, City Clerk Michelle Dorethy, Aron Metternich, Brendon Glenn and Tom Hartzell as City Attorney.
2. PLEDGE OF ALLEGIANCE
Mayor Bierbaum led everyone in the Pledge of Allegiance.
3. MINUTES OF JULY 18, 2022
Bierbaum made a motion to approve the minutes of the July 18, 2022 meeting. Wilson seconded the motion. Roll was called with Buckert, Bierbaum, Wilson, Boone, Schlatter and Summers voting aye. Motion carried.

4. WELCOME VISITORS
Mayor Bierbaum welcomed visitors:
Debbie Whitaker reported to the Council that she was selected for Iowa State Fair Person of the Day and being recognized by the Illinois State Ag Department for Hamilton’s first Garden Day for the Veterans. Whitaker noted that she will again like to use the Community Center for the Veteran’s meal again this year and will be asking for donations of soup and sandwiches.
Gary Clark from Broadway Tap asked the Council to rethink their plan with the sidewalk in front of their business. Currently the City isn’t planning to go up to the building but he would like them to reconsider. Aron Metternich, Public Works director will look into it.
5. MAYORS COMMENTS:
Mayor Bierbaum reported it is scheduled to open the Industrial Park Sewer Project bids on August 30th.
a. Mayor’s Choice and Chief’s Choice Awards for Car Show - $50.00
Mayor Bierbaum made a motion to approve purchasing the Mayor and Chief Choice awards for the Car Show again this year for $50.00 each. Summers seconded the motion. Roll was called with Bierbaum, Wilson, Boone, Schlatter, Summers, and Buckert voting aye.
Motion carried.

b. Advertise for the Police Chief Position
Mayor Bierbaum made a motion to approve the ad to hire a new Police Chief’. Summers seconded the motion. Roll was called with Wilson, Boone, Schlatter, Summers, Buckert and Bierbaum voting aye.

6. FINANCE & APPROPRIATIONS:
Summers reported that the Finance Committee will hold a meeting on Monday, August 8th at 5:30pm.
a. Selected Check Registers
Summers made a motion to approve the Selected Check Registers. Boone seconded the motion. Roll was called with Boone, Schlatter, Summers, Buckert, Bierbaum and Wilson voting aye.

b. ABNG Engagement Letter 2021-2022 Audit - $18,500.00
Summers made a motion to approve Arnold, Behrens, Nesbit and Gray’s Engagement letter for the 2021-2022 Fiscal Year Audit for the cost estimate of $18,500.00. Bierbaum seconded the motion. Roll was called with Schlatter, Summers, Buckert, Bierbaum, Wilson and Boone voting aye.

7. HEALTH & SAFETY
Wilson reported that the Health & Safety Committee will hold a meeting on Tuesday, August 9th at 5:30pm.
8. BUILDING & GROUNDS, PERMITS & ZONING:
Boone reported the Committee held a meeting July 26th. She noted the following items were discussed:
• Mayor talked with Rick Rickard at IMEG and it is time to start getting bids for the Police Bldg. project.
• Discussed old jail possibilities and resident’s request for a garage extension into City righ-a-way.
• Tommy reported the Community Center needs to be finished up with base trim, outlets and switches. Steve Schlatter will check on that
• Library has issues with their soffit and low electrical lines. Schlatter and Bierbaum will check into it.
a. Building/Demolition Permits
Boone reported we had received a building permit for the Library but we generally waive the permit fee. Boone made a motion to waive the $15.00 permit fee for the Library. Bierbaum seconded the motion. Roll was called with Summers, Buckert, Bierbaum, Wilson, Boone and Schlatter voting aye.

Boone made a motion to approve the following building and demolition permits: 16’L x 16’W and 4” thick Cement Pad to Hamilton Public Library at 861 Broadway, demolition of 24’L x 6’W x 4’H Wooden Fence to be replaced with same size White Vinyl Fence to Neil Smith at 2000 Keokuk Street. Summers seconded the motion. Roll was called with Buckert, Bierbaum, Wilson, Boone, Schlatter and Summers voting aye.

9. PUBLIC WORKS
Schlatter noted there was nothing new to report at this time.
10. ECONOMIC & TOURISM
Buckert reported the Economic & Tourism committee will hold a meeting on Tuesday, August 9th at 6:00 pm.
Buckert reported the following items:
• Will be using individuals needing to complete community service hours to paint curbs on Broadway and other clean-up projects.
• Marketplace interest has been going well. He will be ordering the signs and lining up the port-a-potties for the event as well.
