City of Hamilton City Council met Nov. 7.

Here are the minutes provided by the council:

ROLL CALL

The Hamilton City Council met in regular session at 7:00pm at the Hamilton City Hall or remotely by Zoom. Attending in person were Mayor David Bierbaum, Aldermen Tommy Buckert, Brandon Wilson, Beverly Boone, Steve Schlatter and Debbie Summers, City Clerk Michelle Dorethy, Public Works Department Aron Metternich, Police Department Mike Boley, and City Attorney Tom Hartzell.

PLEDGE OF ALLEGIANCE

Mayor Bierbaum led everyone in the Pledge of Allegiance.

MINUTES OF OCTOBER 17, 2022

Buckert made a motion to approve the minutes of the October 17, 2022 meeting. Summers seconded the motion. Roll was called with Buckert, Bierbaum, Wilson, Boone, Schlatter, and Summers voting aye.

Motion carried.

MAYOR’S COMMENTS

Mayor Bierbaum asked for a moment of silence for Jim Repplinger. Jim served on the City Council for 7 years.

Mayor Bierbaum made a motion to approve purchasing Thanksgiving turkeys and Christmas hams for the City employees again this year. Schlatter seconded the motion. Roll was called with Bierbaum, Wilson, Boone, Schlatter, Summers, and Buckert voting aye.

Motion carried.

Welcome Visitors

Mayor Bierbaum asked if there were any visitors attending in person or remotely that would like to address the Council. There being none he preceded with the meeting.

FINANCE & APPROPRIATIONS:

Summers reported the Finance Committee will hold a meeting on Tuesday, November 15th at 5:00 pm.

Check Registers

Summers made a motion to approve the Selected Check Registers. Bierbaum seconded the motion. Roll was called with Wilson, Boone, Schlatter, Summers, Buckert, and Bierbaum voting aye.

Motion carried.

HEALTH & SAFETY

Wilson reported the Health & Safety Committee held a meeting on Tuesday, November 15th at 5:30pm.

Committee Report

Wilson reported the Health & Safety Committee will held a meeting on October 20th. He noted the following items were discussed:

Cars, overgrown properties and other violations

Police uniforms ordered

Safety plans for City Hall

Advertise for 5th officer

Commitment requirements for new police officers

New police truck ready to be picked up

Chief Boley selected to be the Hancock County Liaison for drug court

Wilson made a motion to approve the police building news release. Bierbaum seconded the motion. Roll was called with Boone, Schlatter, Summers, Buckert, Bierbaum and Wilson voting aye.

Police Building News Release

Commitment Requirement for Future Police Officers

Wilson reported the committee discussed creating a commitment requirement for new police officers. After discussion with City Attorney Tom Hartzell, Attorney will write up an agreement to be approved requiring non-certified officers commit to three years of employment.

Advertise for 5th Police Officer

Wilson made a motion to advertise to take applications for the 5th police officer position. Buckert seconded the motion. Roll was called with Schlatter, Summers, Buckert, Bierbaum, Wilson and Boone voting aye.

BUILDING & GROUNDS, PERMITS & ZONING:

Boone reported that the Building and Grounds Committee will hold a meeting on Thursday, November 5th at 5:00 pm.

Committee Report

Boone reported that the Building and Grounds Committee held a meeting on October 24th. The committee discussed the following items:

Reviewed plans for the new police building

Will contact Larry Beard about burnishing the Community Center floor

Farmer’s Market group has decided to not request use of the Community Center to continue the Farmer’s Market thru the winter

Authorize Mayor Sign Letter Regarding Encroachment

Boone reported it was brought to the City’s attention that the garage at 51 North 9th Street encroaches upon the public alley north of Walnut between 8th and 9th Streets. This property has been sold and since the encroachment doesn’t impact the use of the alley the City will agree to not require new owners to remove. Boone made a motion to approve letter to Hamilton United Methodist Church regarding encroachment. Summers seconded the motion. Roll was called with Summers, Buckert, Bierbaum, Wilson, Boone and Schlatter voting aye.

Building/Demolition Permits

Boone made a motion to approve the following demolition and building permits: Demolition

Remove block behind building business at 1040 Broadway to Hawk and Owen Law Firm

Remove wood decking at 305 South 15th to Heather Brown.

Building

Install 120’ new metal fence at 305 South 15th to Heather Brown

Install 14’ x 28’ wood frame building at 115 Pleasantview Drive to Pete and Heather Brown

Bierbaum seconded the motion. Roll was called with Buckert, Bierbaum, Wilson, Boone, Schlatter and Summers voting aye.

PUBLIC WORKS

Schlatter reported the Public Works Committee will hold a meeting on Monday, November 14th at 5:30 pm at the Water Plant.

ECONOMIC & TOURISM

Buckert made a motion to approve Ordinance #7 Approving and Authorizing the Execution of an Intergovernmental Agreement between the City of Hamilton, Downtown TIF and the Hamilton Community School District #328. Schlatter seconded the motion. Roll was called with Bierbaum, Wilson, Boone, Schlatter, Summers and Buckert voting aye.

Motion carried.

Summers made a motion to adjourn the meeting at 8:00pm. Wilson seconded the motion. Roll was called with Bierbaum, Wilson, Boone, Schlatter, Summers, and Buckert voting aye.
