REGULAR CITY COUNCIL MEETING

Monday, February 20, 2023 at 7:00 pm

The Hamilton City Council met in regular session at 7:00pm at the Hamilton City Hall or remotely by Zoom. Attending in person were Mayor David Bierbaum, Aldermen Brandon Wilson, Beverly Boone, Steve Schlatter and Debbie Summers, City Clerk Michelle Dorethy, Public Works Department Aron Metternich, Police Department Mike Boley, and City Attorney Tom Hartzell. Aldermen Tommy Buckert attended via Zoom.

ROLL CALL

PLEDGE OF ALLEGIANCE

Mayor Bierbaum led everyone in the Pledge of Allegiance.

Summers made a motion to approve the minutes of the February 6, 2023 meeting. Boone seconded the motion. Roll was called with Buckert, Bierbaum, Wilson, Boone, Schlatter, and Summers voting aye.

Motion carried.

MINUTES OF FEBRUARY 6, 2023

WELCOME VISITORS

Dave welcomed Reg Ankrom from Simec. Mr. Ankrom reported per the Consulting Agreement last year the City left the aggregation program for one year and he has received the new rates starting with the June 2023 meter read dates. The contract will be 18 months and the rates will be $0.1160/kWh. The current Ameren rate to compare is $0.1183 and is expected to go up again.

Dave welcomed Sarah Rahn. Ms. Rahn wanted to let the Council know she is interested in getting a new group together to fill the void left when the Hamilton Community Development Coalition (HCDC) disbanded. She is interested in adding some color to Hamilton by having volunteers paint murals and such around town. Tommy Buckert, Chairman of the Economic & Tourism Committee will be in touch with her to help get this going.

FINANCE & APPROPRIATIONS:

Treasurer’s Report

Summers made a motion to approve the Treasurer’s Report. Bierbaum seconded the motion. Roll was called with Bierbaum, Wilson, Boone, Schlatter, Summers, and Buckert voting aye.

Motion carried.

HEALTH & SAFETY

Committee Report

Wilson reported the Health & Safety Committee held a meeting on February 15th to interview Andrew Abbott for the open police officer position. The committee agreed to recommend the appointment of Andrew to the police officer position contingent upon background check, physical and drug screening.

Appointment of New Officer

Mayor Bierbaum asked for approval to appoint Andrew Abbott as a Hamilton City Police Officer. Wilson made a motion to approve the appointment. Summers seconded the motion. Roll was called with Wilson, Boone, Schlatter, Summers, Buckert and Bierbaum voting aye.

Motion carried.

Mayor Bierbaum asked for approval to appoint Andrew Abbott as a Hamilton City Police Officer. Wilson made a motion to approve the appointment. Summers seconded the motion. Roll was called with Wilson, Boone, Schlatter, Summers, Buckert and Bierbaum voting aye.

Motion carried.

Mutual Aid Agreement

Wilson made a motion to approve all three readings of Ordinance #14 Authorizing an Intergovernmental Agreement for Participation in the Mutual Aid Box Alarm System. Summers seconded the motion. Roll was called with Boone, Schlatter, Summers, Buckert, Bierbaum and Wilson voting aye.

Motion carried.

BUILDING & GROUNDS, PERMITS & ZONING:

Building/Demolition Permits

Boone made a motion to approve the following building permits:

Solar panels to be installed on the rooftop to Dawn Leroy at 240 Jamar Court

Solar panels to be installed on the rooftop to Kyle Stafford at 1230 Elm Street

Summers seconded the motion. Roll was called with Schlatter, Summers, Buckert, Bierbaum, Boone and Wilson voting aye.

PUBLIC WORKS

Schlatter reported he had nothing new to report at this time.

ECONOMIC & TOURISM

Buckert reported he spoke with Kim Hartweg about having a mural painted on the side of the Hartwell building but they had not had a chance to speak with Don Sewell. He noted he would get in touch with Sarah Rahn to discuss this topic further.

ADJOURNMENT

Wilson made a motion to adjourn the meeting at 8:05 pm. Summers seconded the motion. Roll was called with Summers, Buckert, Bierbaum, Boone, Wilson and Schlatter voting aye.
