City of Dallas City City Council met March 22.

Here are the minutes provided by the council:

The Dallas City City Council held its regular meeting on March 22, 2023, at 5:30 p.m. In the absence  of Mayor Kevin Six, Finance Commissioner Peggy Newberry called the meeting to order with the  following commissioners present: Carole McDowell, Peggy Newberry, Harold Northup Jr., and Greg  Olson. 

Others attending the meeting were Anne Thompson, Deana Ferrill, Doug Erickson, and Gary Smith. 

Anne Thompson asked about the items that were found in the time capsule at the old high school. The  non-newspaper items are at the city clerk's office in the city's safe. 

Deana Ferrill informed the council that the Dallas City Community Easter Egg Hunt is going to be held April 1, 2023. This year they are having two separate events. The traditional Easter Egg Hunt for  children 0-9 years old will be held in the morning with breakfast being served at 9:30 A.M. and the egg  hunt starting at 10 A.M. A Flashlight Easter Egg Hunt for children 10-14 years old will take place that  night with hot dogs and soda being served at 7:30 P.M. and the egg hunt starting between 7:45 and 8:00 P.M. She asked the council if they would be willing to make a donation to help with the costs of these  events. A motion was made by Olson, and 2nd by McDowell to donate $400 towards the Easter Egg  Hunts. McDowell, Newberry, Northup, and Olson AYE. Six ABSENT. 

Police Chief Gary Smith reported that he is still waiting for the city attorney to get the  Intergovernmental Agreement with the school done. Discussed a “Drug Take Back” program that the  state is sponsoring. It will be a year round event. 

Commissioner Olson discussed possibly making an ordinance that would require a business to have a  privacy fence between the business and any residential houses next to it. 

Discussed delinquent water bills. 

Doug Erickson discussed a boat dock grant that the state is going to be making available soon for  applications. The state is also doing another round of grant money for the replacement of lead service  water lines. He will discuss both of these more at the next meeting. 

The city engineer and mayor recently drove the streets around town to see which streets need to be  oiled and chipped this summer. The city engineer is hoping to have a proposal ready for the next  meeting. 

Discussed the sewer project. The engineer is still waiting for the IEPA to approve the Facility Plan.  

Discussed testing the city sewer lagoon to see how much sludge is currently in it and removing the  sludge if necessary. 

Discussed the city's attorney situation and checking on getting a different attorney. Discussed the lighting in front of the city hall building and the flagpole. 

Discussed replacing the front door of the city hall building with a commercial door. Discussed putting a drop box at the city hall for making water bill payments.

A motion was made by Northup, and 2nd by Olson to adjourn the meeting. McDowell, Newberry,  Northup, and Olson AYE. Six ABSENT. 

The meeting was adjourned at 6:34 p.m.
