City of Hamilton City Council met May 1.
Here are the minutes provided by the council:
1. ROLL CALL
The Hamilton City Council met in regular session 7:00pm at the Hamilton City Hall or remotely by Zoom. Attending in person were Mayor David Bierbaum, Aldermen Tommy Buckert, Brandon Wilson, Beverly Boone, Steve Schlatter, and Debbie Summers, City Clerk Michelle Dorethy, Public Works Department Aron Metternich, Police Department Mike Boley, and City Attorney Tom Hartzell. Also attending were several individuals from the Civics class at the High School.
2. PLEDGE OF ALLEGIANCE
Mayor Bierbaum led everyone in the Pledge of Allegiance.
3. MINUTES OF APRIL 17, 2023
Wilson made a motion to approve the minutes of the April 17th meeting. Schlatter seconded the motion. Roll was called with Buckert, Bierbaum, Wilson, Boone, Schlatter, and Summers voting aye.

4. MAYOR’ COMMENTS
Mayor Bierbaum reported that the Liquor, Video Games and Pool Table Licenses have been issued for the 2023-2024 Fiscal Year.
Bierbaum noted that it had been an honor serving the City of Hamilton the last 42 years and thanked everyone for their support. He encouraged the City Council members and incoming Mayor Bocephus Casey to continue working toward what is best for our City and its residents.
b. OLD BUSINESS - FINANCE
Bierbaum made a motion to approve Ordinance #16 Transferring Certain Funds. Summers seconded the motion. Roll was called with Bierbaum, Wilson, Boone, Schlatter, Summers, and Buckert voting aye.

5. ADJOURN SINE DIE
Bierbaum made a motion to Adjourn Sine Die. Summers seconded the motion. Roll was called with Wilson, Boone, Schlatter, Summers, Buckert, and Bierbaum voting aye.

6. SWEARING IN OF NEW OFFICIALS
City Clerk, Michelle Dorethy swore in newly elected officials. Bocephus Casey, Mayor; Beverly Boone, Ward 1 Alderman; and Debbie Summers, Ward 3 Alderman.
7. ROLL CALL
Mayor Bocephus Casey, Aldermen Tommy Buckert, Brandon Wilson, Beverly Boone, Steve Schlatter, and Debbie Summers were in attendance for the continuation of the meeting.
8. MAYOR’S COMMENTS
a. Proclamation – Memorial Hospital
Mayor Casey read a Proclamation as Tuesday, May 9, 2023 in the City of Hamilton, Hancock County, Illinois as Memorial Hospital Day in recognition of being awarded the Outstanding Rural Health Organization by the National Rural Health Association. Buckert made a motion to approve the Proclamation. Summers seconded the motion. Roll was called with Buckert, Wilson, Boone, Schlatter, and Summers voting aye.

b. Resolution #1 Schedule of Meetings
Mayor Casey read Resolution #1 Schedule of Meetings for the Fiscal Year 2023-2024. Schlatter made a motion to approve the Schedule of Meetings. Summers seconded the motion. Roll was called with Wilson, Boone, Schlatter, Summers, and Buckert voting aye.

9. WELCOME VISITORS
Mayor Casey welcomed Garry Gibbs. Mr. Gibbs requested assistance in how to proceed with his sewer issue at his residence at 250 North 13th Street. It is believed that the common pipe between his house and 1341 Laurel has failed. After discussion, Mayor Casey and Aron Metternich will assist Garry Gibbs in contacting the 1341 Laurel Street homeowner to discuss the common pipe.
Mayor Casey welcomed Matt Krogmeier of 311 Main Street. Mr. Krogmeier was concerned with the dilapidated house on South 4th Street. He noted that the walls are caving in. The Council will review this property.
10. FINANCE & APPROPRIATIONS
Summers reported that the Finance Committee will hold a meeting on Wednesday, May 3rd at 5:00pm. The committee will continue discussion on pay increases and employee benefits.
a. Committee Report
Summers reported that the Finance Committee held a meeting on April 24th to review appropriation budgets for the Hamilton Library and the Public Works Department.
b. Selected Check Registers
Summers made a motion to approve the selected check registers. Wilson seconded the motion. Roll was called with Boone, Schlatter, Summers, Buckert and Wilson voting aye.

11. HEALTH & SAFETY
a. Emergency Purchase Updated Body Cameras/Storage Solutions
Wilson reported Mike had received a quote for new body camera equipment with training. The cost would be $16,256. He requested more information on the training portion before proceeding with the purchase. They will discuss this further at the next Committee meeting.
12. BUILDING & GROUNDS, PERMITS & ZONING:
a. Building/Demolition Permits
Boone made a motion to approve the following building permits:
1. 29’L x 14’W x 8’H Garage to Lisa Latham at 2010 High Street
2. 6’L x 7’W Concrete Slab to Bob Alexander at 280 South 7th Street
3. 40’L x 30’W x 12’H Pole Barn to Scott Parker at 203 Hillcrest
4. 66’ of fencing to replace old privacy fence to Jeff Brunenn at 105 Crestview
5. 50’ of Wooden Fence Extension to Jim Arthur at 500 North 9th Street
Buckert seconded the motion. Roll was called with Schlatter, Summers, Buckert, Wilson and Boone voting aye.

13. PUBLIC WORKS
Schlatter reported the Public Works Committee will hold a meeting on Monday, May 8th at 5:30pm.
14. ECONOMIC & TOURISM
Buckert reported that the Economic & Tourism Committee will hold a meeting on Wednesday, May 10th at 5:00pm. The following items were noted:
• Flag Day over the Mississippi will be held on June 14th.
• City Wide Yard Sales will be held June 1st – 3rd
• Ice Cream Bicycle has been stripped, repainted and functional. Graphics to be created by Darkside Tint.
15. ADJOURNMENT
Schlatter made a motion to adjourn the meeting at 8:20pm. Summers seconded the motion. Roll was called with Summers, Buckert, Wilson, Boone and Schlatter voting aye.
