City of Macomb Committee of the Whole met July 31.

Here are the minutes provided by the committee:

The Committee of the Whole, of the Macomb City Council, met in the City’s Community Room on Monday, July 31, 2023 at 5:15 p.m. located in City Hall at 232 East Jackson Street, Macomb, IL.

Mayor Inman called the meeting to order and roll call was taken, City Clerk Renee Lotz called the roll and the following were present: Aldermen Justin Schuch, John Vigezzi, Byron Shabazz, Dave Dorsett, Don Wynn, and Dennis Moon. Alderman Ashley Katz was absent.

In addition to the Mayor, City Clerk, and Aldermen, City Administrator Scott Coker, City Attorney Lisa Scalf, Fire Chief Dan Meyer, Police Chief Jeff Hamer, Commander Tom Duvall, CSO Sally Vigezzi, CDC John Bannon, Transit Director Miranda Lambert were present. Other City Employees attending training were; Deputy City Clerk Jennifer Cerven, Lisa Hardy, Amy Knop, and Downtown Development and Marketing Director Savannah Ballard.

Public Comment: None

Equal Opportunity Fair Housing roll call was taken and the following were present: Board members Adams, Flynn, and Rossio. Albarracin, Carr, Cavicchia, Edwards, and Nelson were absent.

Fire & Police roll call was taken and the following were present: Board members Henderson, and Myers. Ingledue was absent.

Historic Preservation roll call was taken and the following were present: Board members Parker, and Scott. Danowski, Thorpe, Armstrong, Dively, and Stults were absent.

Tree Board roll call was taken and the following were present: Board members Boynton, and Sayre were present. McIlvaine-Newsad, Voss, Glenn, and Ovitt were absent.

Zoning Board of Appeals roll call was taken and the following were present: Board members Belz, Egler, Ervin, Nash, and Runser were present. Cobb, and Wallen were absent.

Planning Commission roll call was taken and the following were present: Board members McDaniel, Miner, and Farr were present. Buwick, Sperry, Leezer, Caspall, Myers, and Zeigler were absent.

The first item on the agenda for discussion was a presentation of the Open Meetings Act (OMA), and Freedom of Information Act (FOIA) Certification Training. This presentation was an educational compliant training and certification from the Illinois Municipal League (IML), conducted for all commissioned board members of the following committees; Equal Opportunity Fair Housing, Fire & Police, Historic Preservation, Tree Board, Zoning Board of Appeals, and the Planning Commission, by Executive Director of IML, Mr. Brad Cole. He presented the educational video, provided handouts to all participating members, and the certification forms. The forms were completed and returned to Mr. Cole for certification, who will be sending via e-mail to all participants, making them compliant.

There was no further business.

There being no further business to come before Council, Alderman Dorsett moved, seconded by Alderman Vigezzi to adjourn the meeting, all Aldermen voting “Aye” by voice vote and no “Nay” votes, Mayor Inman declared the motion carried and they adjourned the meeting at 6:45 p.m.

Equal Opportunity Fair Housing, there being no further business to come before the Board, Member Rossie moved, seconded by Adams to adjourn the meeting, all Members voting “Aye” by voice vote and no “Nay” votes, City Clerk Lotz declared the motion carried and they adjourned the meeting at 6:46 p.m.

Fire & Police Commission, there being no further business to come before the Board, Member Myers moved, seconded by Henderson to adjourn the meeting, all Members voting “Aye” by voice vote and no “Nay” votes, City Clerk Lotz declared the motion carried and they adjourned the meeting at 6:46 p.m.

Historic Preservation, there being no further business to come before the Board, Member Scott moved, seconded by Parker to adjourn the meeting, all Members voting “Aye” by voice vote, and no “Nay” votes, City Clerk Lotz declared the motion carried and they adjourned the meeting at 6:47 p.m.

Tree Board, there being no further business to come before the Board, Member Boynton moved, seconded by Sayre to adjourn the meeting, all Members voting “Aye” by voice vote and no “Nay” votes, City Clerk Lotz declared the motion carried and they adjourned the meeting at 6:47 p.m.

Zoning Board of Appeals, there being no further business to come before the Board, Member Belz moved, seconded by Nash to adjourn the meeting, all Members voting “Aye” by voice vote and no “Nay” votes, City Clerk Lotz declared the motion carried and they adjourned the meeting at 6:47 p.m.

Planning Commission, there being no further business to come before the Board, Member Miner moved, seconded by McDaniel to adjourn the meeting, all Members voting “Aye” by voice vote and no “Nay” votes, City Clerk Lotz declared the motion carried and they adjourned the meeting at 6:48 p.m.
