City of Hamilton City Council met Aug. 21.

Here are the minutes provided by the council:

1. ROLL CALL

The Hamilton City Council met in regular session 7:00pm at the Hamilton City Hall or remotely by Zoom. Attending in person were Mayor Bocephus Casey, Aldermen Tommy Buckert, Justin Hobby, Brandon Wilson, Beverly Boone, Steve Schlatter, and Debbie Summers, City Clerk Michelle Dorethy, Public Works Department Aron Metternich, Police Department Mike Boley, Attorney Tom Hartzell.

2. PLEDGE OF ALLEGIANCE

Mayor Casey led everyone in the Pledge of Allegiance.

3. MINUTES OF August 7, 2023

Wilson made a motion to approve the minutes of the August 7th meeting. Summers seconded the motion. Roll was called with Buckert, Hobby, Wilson, Boone, Schlatter, and Summers voting aye.

Motion carried.

4. MAYOR’S COMMENTS

Mayor Casey reported that he had it set up to open the Community Center from 12-6 to be used as a cooling center this week with the expected high temperatures.

5. WELCOME VISITORS

Mayor Casey asked if there were any visitors present in person or by Zoom that would like to address the council. There being none he proceeded with the meeting.

6. FINANCE & APPROPRIATIONS

Summers reported the Finance committee will hold a meeting on Monday, August 28th at

a. Treasurer’s Report

Summers made a motion to approve the Treasurer’s Report. Schlatter seconded the motion. Roll was called with Hobby, Wilson, Boone, Schlatter, Summers, and Buckert voting aye.

Motion carried.

b. WIRC Membership Dues

Summers made a motion to approve continuing the membership with Western Illinois Regional Council. The membership dues based on the 2020 population is $1,651.80. Hobby seconded the motion. Roll was called with Wilson, Boone, Schlatter, Summers, Buckert and Hobby voting aye.

Motion carried.

7. HEALTH & SAFETY

a. Committee Report

Wilson gave a report on the Health and Safety committee meeting held on August 17th.

b. Proceed with Purchase of Building

Summers made a motion to Authorize Mayor Casey to sign the Purchase Agreement with Uhland Properties, LLC for the building located at 1075 Broadway and pay $5,000 earnest money pending the building inspection. Buckert seconded the motion. Roll was called with Boone, Schlatter, Summers, Buckert, Hobby and Wilson voting aye.

Motion carried.

c. Ordinance #3 Create 4-2ay stop at 9th & Broadway

Wilson made a motion to approve the first reading of Ordinance #3 Placing Stop Signs at the Corner of 9th Street and Broadway. Schlatter seconded the motion. After further discussion, the motion and second were withdrawn.

Summers made a motion to table creating the 4-way at 9th and Broadway pending further discussions in committee. Wilson seconded the motion. Roll was called with Schlatter, Summers, Buckert, Hobby, Wilson and Boone voting aye.

Motion carried.

d. Ordinance #4 Create 4-way stop at 12th & Walnut

Wilson made a motion to approve the second and third readings of Ordinance #4 Placing Stop Signs at the Corner of 12th Street and Walnut. Summers seconded the motion. Roll was called with Summers, Buckert, Hobby, Wilson, Boone and Schlatter voting aye.

Motion carried.

8. BUILDING & GROUNDS, PERMITS & ZONING:

a. Committee Report

Boone gave a report on the Building and Grounds committee meeting held on August 14th

b. Public Notice for Real Estate Sale

Boone made a motion to approve the public notice for the sale of two properties. The first one located at 940 Broadway and the second one located at 17th & Locust Street. The sealed bids will be opened on October 2nd. Schlatter seconded the motion. Roll was called with Buckert, Hobby, Wilson, Boone, Schlatter, and Summers voting aye.

Motion carried.

9. PUBLIC WORKS

Schlatter had nothing new at this time to report.

10. ECONOMIC & TOURISM

Buckert reported the Economic and Tourism Committee will hold a meeting on Tuesday, August 29th at 5:30pm.

11. ADJOURNMENT

Buckert made a motion to adjourn the meeting at 7:50pm. Summers seconded the motion. Roll was called with Hobby, Wilson, Boone, Schlatter, Summers, and Buckert voting aye.
