City of Dallas City Council met Aug. 23.

Here are the minutes provided by the council:

The Dallas City City Council held its regular meeting on August 23, 2023, at 5:30 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Carole McDowell, Peggy Newberry, Harold Northup Jr., and Greg Olson.

Others attending the meeting were Anne Thompson, Jeff Sparrow, Gary Smith, and Josie Finch.

A motion was made by McDowell, and 2nd by Olson to accept the minutes of the August 9, 2023, meeting. McDowell, Newberry, Northup, Olson, and Six AYE.

Anne Thompson discussed a dog that has been running at large around town. Police Chief Smith will look into this.

Jeff Sparrow asked if there is a city ordinance regarding privacy fences. The city does not currently have an ordinance regarding privacy fences. The question was asked if a fence could be put on the property line or if it had to be a certain distance from the property line. The city attorney thinks it has to be a certain distance from the property line. She will check to see how far the distance is. The council suggested that the property owner get the property surveyed before putting up a fence.

Police Chief Gary Smith reported that he has had to order some new supplies and that he has a meeting with Henderson County next week regarding the new cashless bail law.

Commissioner Olson reported that a new load of patch is scheduled to be delivered next week.

Mayor Six reported that the streets employee took a load of scrap metal to be recycled. The amount received was $2,362.80. The streets employee has used some of the money to purchase some tools that the city needed.

The city streets and alleys that were scheduled to be oiled and chipped this year were done last week.

Discussed the proposal of a walking path around the wetlands area if the city receives the Open Space Lands Acquisition and Development Grant (OSLAD) from the Illinois Department of Natural Resources. The engineer's proposal would include a 5 foot wide concrete walking path around the wetlands area and a parking lot that would include handicapped parking. This will be discussed more at the next meeting.

The city attorney reported that the city's Appropriations Ordinance did not get filed within 7 days of the passage of the original ordinance. Therefore, it is necessary to re-adopt the ordinance. A motion was made by Northup, and 2nd by Olson to re-adopt Ordinance #675 for the making of appropriations for the May 1, 2023, to April 30, 2024, fiscal year. McDowell, Newberry, Northup, Olson, and Six AYE.

Discussed properties in town that are in violation of the city's nuisance ordinance. The city attorney will check on them.

Mayor Six informed the council that he is attending a meeting tomorrow in Macomb with the Brownsfield Network regarding the buildings in town that need to be demolished.

Discussed cleaning up the portions of the river bank along East First Street from the Recreation Park to the pond west of 260 East First Street that are not owned by citizens. Brandan Beach has given the city an estimate of $2,500 to do this work and $500 to spray for weed control. A motion was made by

Olson, and 2nd by McDowell to accept the proposal from Brandan Beach to clean up the portions of the river bank along East First Street from the Recreation Park to the pond west of 260 East First Street that are not owned by citizens for $2,500 and to pay this with funds from the Beautification Fund. McDowell, Newberry, Northup, Olson, and Six AYE.

Discussed a cooking grill that is located in front of a building along Oak Street.

A motion was made by Northup, and 2nd by Olson to adjourn the meeting. McDowell, Newberry, Northup, Olson, and Six AYE.

The meeting was adjourned at 6:25 p.m.
