City of Hamilton City Council met Oct. 16.

Here are the minutes provided by the council:

1. ROLL CALL

The Hamilton City Council met in regular session 7:00pm at the Hamilton City Hall or remotely by Zoom. Attending in person were Mayor Bocephus Casey, Aldermen Tommy Buckert, Justin Hobby, Brandon Wilson, Beverly Boone, Steve Schlatter, and Debbie Summers, City Clerk Michelle Dorethy, Public Works Department Aron Metternich, Attorney Tom Hartzell.

2. PLEDGE OF ALLEGIANCE

Mayor Casey led everyone in the Pledge of Allegiance.

3. MINUTES OF OCTOBER 2, 2023

Wilson made a motion to approve the minutes of the October 2nd meeting. Summers seconded the motion. Roll was called with Buckert, Hobby, Wilson, Boone, Schlatter, and Summers voting aye.

Motion carried.

4. MAYOR’S COMMENTS

Mayor Casey reported there would be a public meeting held on Wednesday, October 25th, 5:30pm at the Hamilton Community Center. This will allow members of the public to discuss ideas of opening up Elm Street between 17th and 19th to alleviate traffic issues with school pick up and drop offs.

Mayor Casey also announced that Illinois Department of Transportation will be holding an informational meeting on November 7th to review their plans for the new bridge approach.

5. WELCOME VISITORS

Mayor Casey welcomed Sarah Rahn to the meeting. Ms. Rahn reported that the Trunk or Treat on October 29th is coming together with several activities for the children and volunteers to give out candy.

6. FINANCE & APPROPRIATIONS

a. Treasurer’s Report

Summers made a motion to approve the Treasurer’s Report. Schlatter seconded the motion. Roll was called with Hobby, Wilson, Boone, Schlatter, Summers, and Buckert voting aye.

Motion carried.

b. Blue Cross Blue Shield Medical/Dental – Inc City $1,077.91/Employees $104.62

Summers made a motion to approve continuing in the current Blue Cross Blue Shield policy for the employees. Schlatter seconded the motion. Roll was called with Boone, Schlatter, Summers, Buckert and Hobby voting aye. Wilson abstained.

Motion carried.

c. IML Risk Management Association Insurance - $104,795.99

Summers made a motion to approve the City’s Risk Management Insurance policy with Illinois Municipal League. With 1% early payment discount it makes the cost $104,795.99 with no increase from last year. Boone seconded the motion. Roll was called with Boone, Schlatter, Summers, Buckert, Hobby and Wilson voting aye.

Motion carried.

7. HEALTH & SAFETY

Wilson reported the Health & Safety Committee will hold a meeting on Tuesday, October 24th at 5:30pm.

a. Fire Department Pressure Washer

Boone made a motion to approve the following building/demolition permits:

1. 13 Rooftop mounted Solar Panels to Bryan/Jane Guedesse at 1650 Cedar

2. 23 Rooftop mounted solar panels to Brittney Ferdig at 1660 School St

3. 36 Ground mounted solar panels to Henry/Raquel Cisneros at 421 N 7th

4. 17 Rooftop mounted solar panels to Ronald Paul at 212 Hillcrest

5. 360’ Wooden privacy fence to Luke Hackett at 341 Park Drive

6. 29 Rooftop mounted solar panels to Frank Morton at 218 Jamar Court

7. 10 Rooftop mounted solar panels to Nancy Morton at 1957 Keokuk St

8. BUILDING & GROUNDS, PERMITS & ZONING:

a. Building/Demolition Permits

Wilson seconded the motion. Roll was called with Schlatter, Summers, Buckert, Hobby, Wilson and Boone voting aye.

Motion carried.

9. PUBLIC WORKS

a. Committee Report

Schlatter gave a reported the Public Works committee meeting that was held on October 5th.

b. ERTC License Training – Logan Gray Champaign, IL

Schlatter made a motion to approve Logan Gray attending ERTC License Training in Champaign, Illinois with a cost of $300 for training plus meals and mileage. Wilson seconded the motion. Roll was called with Summers, Buckert, Hobby, Wilson, Boone and Schlatter voting aye.

c. Mini Excavator

Aron reported that Luby Equipment has a Takeuchi TB250-2 Mini Excavator for sale with the trade in of the LeeBoy Paver the cost would be $37,500. It was noted with the purchase of the mini excavator they would be able to do more projects in house such as some of the sidewalk locations that had to be removed from the bid. Schlatter made a motion to approve the sale of the paver and purchase the mini excavator from Luby Equipment for $37,500.00. Summers seconded the motion. Roll was called with Buckert, Hobby, Wilson, Boone, Schlatter, and Summers voting aye.

d. Tree Bids

Schlatter reported they had received two bids for tree removal. One from Ferrel Tree Service for $18,600 and one from Battle Axe Tree Service for $21,400. Schlatter made a motion to approve the bid from Ferrell’s Tree Service for the amount of $18,600. Wilson seconded the motion. Roll was called with Hobby, Wilson, Boone, Schlatter, Summers and Buckert voting aye.

Motion carried.

10. ECONOMIC & TOURISM

Buckert reported the City Wide Clean-up will be held October 28th in the High School Parking lot.

a. Purchase $150.00 Candy for Trunk or Treat

Buckert made a motion to purchase $150.00 worth of candy to donate to the Trunk or Treat Event being held in the City Park. Summers seconded the motion. Roll was called with Wilson, Boone, Schlatter, Summers, Buckert and Hobby voting aye.

Motion carried.

11. ADJOURNMENT

Buckert made a motion to adjourn the meeting at 7:50pm. Schlatter seconded the motion. Roll was called with Boone, Schlatter, Summers, Buckert, Hobby and Wilson voting aye.
