City of Hamilton City Council met Nov. 6.

Here is the agenda provided by the council:

ROLL CALL

The Hamilton City Council met in regular session 7:00pm at the Hamilton City Hall or remotely by Zoom. Attending in person were Mayor Bocephus Casey, Aldermen Tommy Buckert, Justin Hobby, Brandon Wilson, Beverly Boone, Steve Schlatter, and Debbie Summers, City Clerk Michelle Dorethy, Public Works Department Aron Metternich, Police Chief Michael Boley, Attorney Tom Hartzell.

PLEDGE OF ALLEGIANCE

Mayor Casey led everyone in the Pledge of Allegiance.

MINUTES OF OCTOBER 16, 2023

Wilson made a motion to approve the minutes of the October 16th meeting. Buckert seconded the motion. Roll was called with Buckert, Hobby, Wilson, Boone, Schlatter, and Summers voting aye.

Motion carried.

MAYOR’S COMMENTS

Mayor Casey thanked the park district, volunteers, businesses and parents for bringing out the kids and making the first Trunk or Treat a success. He noted that they will begin preparing for Christmas in the Park next.

Mayor Casey reported that the Fire Department Pancake Breakfast had an excellent turn out of about 527 people in attendance.

He noted that Illinois Department of Transportation will hold a meeting on Tuesday, November 7th for the public to review their plans for the bridge approach and the Veteran’s Day Soup will be held on November 10th. Both events will be held at the Community Center.

WELCOME VISITORS

There being no visitors, Mayor Casey proceeded with the meeting.

FINANCE & APPROPRIATIONS

a. Selected Check Registers

Summers made a motion to approve the Selected Check Registers. Hobby seconded the motion. Roll was called with Hobby, Wilson, Boone, Schlatter, Summers, and Buckert voting aye.

Motion carried.

HEALTH & SAFETY

Wilson reported the Health & Safety Committee will hold a meeting on Tuesday, November 21st at 5:30pm.

a. Committee Report

Wilson gave a report on the Health and Safety committee meeting held on October 24th.

b. Power Wash Fire Department

Wilson made a motion to approve hiring Blue Line Power Wash to pressure wash the fire department at a cost will be $700.00. Hobby seconded the motion. Roll was called with Wilson, Boone, Schlatter, Summers, Buckert and Hobby voting aye.

Motion carried.

c. Roof Bid Fire Department

Summers made a motion to approve Lee’s Superior Roofing & Coating’s bid of $12,158.00 to clean, coat and seal the Fire Department roof. Schlatter seconded the motion. Roll was called with Boone, Schlatter, Summers, Buckert, Hobby and Wilson voting aye.

Motion carried.

BUILDING & GROUNDS, PERMITS & ZONING:

a. Committee Report

Boone gave a report on the Building and Grounds committee meeting held on October 19th.

b. Building/Demolition Permits

Boone made a motion to approve the following building/demolition permits:

1. 19 Rooftop mounted Solar Panels to Karla Leonhard at 461 S 8th

2. 34 Rooftop mounted Solar Panels to Jorge Alferez at 5 Westview Drive

3. Demolition of trailer to Terry Brownlee at Hamilton Estate Lot 36

4. Demolition of house to Aden Moore (Juanita Noble) at 315 S 11th

Summers seconded the motion. Roll was called with Schlatter, Summers, Buckert, Hobby, Wilson and Boone voting aye.

Motion carried.

c. Casey’s Upgrade Liquor License from Class E to Class C

9. PUBLIC WORKS

a. 2023 MFT Recycling and Seal Coat $287,706.01

Schlatter made a motion to approve the Final Estimate of the 2023 MFT Recycling and Seal Coat program for $287,706.01. Boone seconded the motion. Roll was called with Buckert, Hobby, Wilson, Boone, Schlatter, and Summers voting aye.

Motion carried.

b. Opening of Elm Street from 17th to 19th

After much discussion, Wilson made a motion to approve opening Elm Street from 17th to 19th contingent on the approval of an easement to the City from the Hamilton School District. Schlatter seconded the motion. Roll was called with Hobby, Wilson, Boone, Schlatter, , and Buckert voting aye. Summers voting nay.

Motion carried.

10. ECONOMIC & TOURISM

Buckert reported the City Wide Clean up went well. We will plan to do it again next year.

Buckert also noted that the Santa Bike Ride will be on Saturday, November 25th and the Police Department will be scheduling the Stuff the Squad Car in conjunction with this event.

11. ADJOURNMENT

Buckert made a motion to adjourn the meeting at 8:15pm. Schlatter seconded the motion. Roll was called with Wilson, Boone, Schlatter, Summers, Buckert and Hobby voting aye.
