City of Dallas City Council met Nov. 8.

Here are the minutes provided by the council:

The Dallas City City Council held its regular meeting on November 8, 2023, at 5:30 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Peggy Newberry, Harold Northup Jr., and Greg Olson. Carole McDowell was absent.

Others attending the meeting were Anne Thompson, Deana Ferrill, and Gary Smith.

A motion was made by Newberry, and 2nd by Olson to accept the minutes of the October 25, 2023, meeting. Newberry, Northup, Olson, and Six AYE. McDowell ABSENT.

A motion was made by Olson, and 2nd by Newberry to pay bills. Newberry, Northup, Olson, and Six AYE. McDowell ABSENT.

Deana Ferrill discussed the upcoming Christmas projects. She requested that the city consider making a donation for Christmas with Santa for the local children and Christmas for Kids for their Toys for Tots drive. She also informed the council that she would like to do a Christmas tree lighting ceremony in 2024. She will update the council when it is closer to the time if she is going to do it. The council feels that this would be a wonderful thing to do.

Police Chief Gary Smith gave his monthly report for the month of October 2023. Both squad cars were recently serviced and one had to have the spark plugs replaced. He has ordered a portable tire inflator for the city. The cost of it was $79 with free shipping. He also reported that Stuff the Squad is scheduled for November 16 from 5 pm to 7 pm at the Dallas City Dollar General store. The event is being sponsored this year by the Sand Valley FOP Lodge and local member police departments. The Dallas City Police Department will continue to collect toys and non-perishable food items at the police station until December 1. All non-perishable food items collected by the Dallas City Police Department will be donated to the Dallas City Food Pantry.

Chief Smith presented the council with the estimate that he has received from Motorola Solutions for the leasing of five body cameras, storage, and software to implement the police department's Body Worn Camera Policy that is being required by the State of Illinois. The lease term is 5 years, and the total cost is $35,099.50. The Year 1 lease payment would be $13,347.76 and includes the upfront costs for hardware, accessories and implementation, and subscription fee. The Year 2 and 3 payments would be $5,798.87 each for the subscription fee. The Year 4 and 5 payments would be $5,077.00 each for the subscription fee. The equipment becomes the city's at the end of the lease agreement. Chief Smith is also going to check into any possible grants that might be available to help with the cost of these items. A motion was made by Northup, and 2nd by Olson to enter into a 5 year lease agreement with Motorola Solutions for five body cameras, storage, and software at a total cost of $35,099.50. Newberry, Northup, Olson, and Six AYE. McDowell ABSENT.

Carole McDowell arrived at 5:53 p.m.

A motion was made by Olson, and 2nd by Newberry to donate $1,000 to be used for the Christmas with Santa and the Christmas for Kids projects. McDowell, Newberry, Northup, Olson, and Six AYE.

Discussed the other Christmas donations that the city does annually.

A motion was made by Northup, and 2nd by Olson to donate $400 to the LaMoine Valley A.B.A.T.E. Project Santa. McDowell, Newberry, Northup, Olson, and Six AYE.

A motion was made by Northup, and 2nd by McDowell to donate $750 to the Grace Bible Church Food Pantry. McDowell, Newberry, Northup, Olson, and Six AYE.

Discussed giving a Christmas bonus to the city's employees. A motion was made by Northup, and 2nd by McDowell to give a $150 bonus to full-time employees, a $100 bonus to part-time employees, and to pay the employee's share of IMRF, social security, and medicare withholding. McDowell, Newberry, Northup, Olson, and Six AYE.

Discussed getting embroidered shirts for the city's street employee. The city is still waiting for a quote on the price for these.

The city clerk reported that the 2022-2023 fiscal year audit has been completed and filed with the State of Illinois. A motion was made by Northup, and 2nd by Newberry to hire Chad Passley, CPA, to do the 2023-2024 fiscal year audit at the cost of $3,250. McDowell, Newberry, Northup, Olson, and Six AYE.

Discussed the Hancock County Multi-Jurisdictional Natural Hazards Mitigation Plan. A motion was made by Northup, and 2nd by McDowell to approve Resolution #2023-1, A Resolution Adopting the Hancock County Multi-Jurisdictional Natural Hazards Mitigation Plan as this Jurisdiction's Multi Hazard Mitigation Plan. McDowell, Newberry, Northup, Olson, and Six AYE.

Discussed the Paid Leave for All Workers Act that the State of Illinois is requiring all employers in the State of Illinois to implement beginning January 1, 2024. The city will need to pass an ordinance for this. The city attorney is working on getting this ordinance drawn up so that the council can approve it by the end of the year.

A motion was made by Northup, and 2nd by Olson to adjourn the meeting. McDowell, Newberry, Northup, Olson, and Six AYE.

The meeting was adjourned at 6:11 p.m.
