Carthage Elementary School District 317 Board of Education met Dec. 20.

The Truth in Taxation hearing of the Carthage E.S.D. #317 Board of Education was called to order at 7:03 p.m. by Board President Luke Burling.

Roll call: Jacob Murphy/present; Luke Burling/present. Linda Housewright/present; Dillon Darbyshire/absent; Sean Dickerson/present; Derrick Nelson/present; Stephanie Fitch/present.

The Pledge of Allegiance was recited.

Review of proposed tax levy – There were no additional comments or visitors wishing to address the board regarding the proposed tax levy.

It was moved by Mrs. Fitch and seconded by Mrs. Housewright to adjourn the truth in taxation meeting at 7:05 p.m. Roll Call: Jacob Murphy/yes; Luke Burling/yes; Linda Housewright/yes; Dillon Darbyshire/absent; Sean Dickerson/yes; Derrick Nelson/yes; Stephanie Fitch/yes. Motion carried 6-0.

Regular Meeting

The regular meeting of the Carthage E.S.D. #317 Board of Education was called to order at 7:05 p.m. by Board President Luke Burling.

Roll call: Jacob Murphy/present; Luke Burling/present. Linda Housewright/present; Dillon Darbyshire/absent; Sean Dickerson/present; Derrick Nelson/present; Stephanie Fitch/present.

There were no additional agenda items.

There were no individuals wishing to speak on stated agenda items. The Girls Golf Team was recognized for placing 4th in state competition.

Administrative Reports – Mr. Day reported the district will be changing to a new website platform next summer which will allow for better communication. He discussed a Risk Management Plan that he has prepared for the district.

Mrs. Jacoby noted the new playground installation was nearly complete and concrete would be poured soon. She informed the Board of a grant, in excess of $36,000 that she was awarded through the Tracy Family Foundation.

Mr. VanCamp noted the Middle School students had recently placed 2nd out of 3,500 schools in a Mangahigh Math competition. They have now purchased the Mangahigh supplemental curriculum. He expects to have Fast Bridge testing scores next month.

It was moved by Mr. Murphy and seconded by Mrs. Fitch to approve the consent agenda as presented. Roll Call: Jacob Murphy/yes; Luke Burling/yes; Linda Housewright/yes; Dillon Darbyshire/absent; Sean Dickerson/yes; Derrick Nelson/yes; Stephanie Fitch/yes. Motion carried 6-0.

Joint Annual Conference – Attending board members discussed the sessions they participated in.

It was moved by Mrs. Fitch and seconded by Mrs. Housewright to approve the tax levy as presented. Roll Call: Jacob Murphy/yes; Luke Burling/yes; Linda Housewright/yes; Dillon Darbyshire/absent; Sean Dickerson/yes; Derrick Nelson/yes; Stephanie Fitch/yes. Motion carried 6-0.

It was moved by Mrs. Fitch and seconded by Mrs. Housewright to approve the purchase of 13 Motorola Digital Portable Radios from Wireless USA, totaling $6,600.00, which includes a $750.00 license fee. Roll Call: Jacob Murphy/yes; Luke Burling/yes; Linda

Housewright/yes; Dillon Darbyshire/absent; Sean Dickerson/yes; Derrick Nelson/yes; Stephanie Fitch/yes. Motion carried 6-0.

It was moved by Mr. Murphy and seconded by Mr. Dickerson to adopt a resolution directing the Regional Superintendent of Schools for The County of Hancock, Illinois, to certify to the County Clerk of said County the question of imposing a retailers’ occupation tax and a service occupation tax to be used exclusively for school facility purposes, school resource officers, and mental health professionals, for submission to the electors of said County at the consolidated election to be held on the 19th day of March, 2024. It was moved by Mr. Dickerson and seconded by Mr. Murphy to approve the job description for Food Service Supervisor as presented. Board Meeting Minutes December 20, 2023 2

A motion was read to approve a pay rate of $115 per day for substitute teachers and $14.00 per hour for non-certified staff substitutes, effective January 1, 2024. Following a discussion, it was suggested to change the rate of $115 per day for substitute teachers to $125 day. It was moved by Mrs. Fitch and seconded by Mrs. Housewright to change the substitute teacher pay increase from $115 to $125 per day. Roll Call: Jacob Murphy/yes; Luke Burling/yes; Linda Housewright/yes; Dillon Darbyshire/absent; Sean Dickerson/yes; Derrick Nelson/yes; Stephanie Fitch/yes. Motion carried 6-0.

It was moved by Mr. Dickerson and seconded by Mrs. Fitch to approve a pay rate of $125 per day for substitute teachers and $14.00 per hour for non-certified staff substitutes, effective January 1, 2024. Roll Call: Jacob Murphy/yes; Luke Burling/yes; Linda Housewright/yes; Dillon Darbyshire/absent; Sean Dickerson/yes; Derrick Nelson/yes; Stephanie Fitch/yes. Motion carried 6-0.

It was moved by Mr. Murphy and seconded by Mrs. Housewright to enter into executive session at 8:13 p.m. for the purpose of discussing Personnel, Purchase or lease of real property and Setting of a price for sale or lease of property owned by the District. Roll Call: Jacob Murphy/yes; Luke Burling/yes; Linda Housewright/yes; Dillon Darbyshire/absent; Sean Dickerson/yes; Derrick Nelson/yes; Stephanie Fitch/yes. Motion carried 6-0.

It was moved by Mrs. Housewright and seconded by Mr. Dickerson to exit executive session at 10:00 p.m. Roll Call: Jacob Murphy/yes; Luke Burling/yes; Linda Housewright/yes; Dillon Darbyshire/absent; Sean Dickerson/yes; Derrick Nelson/yes; Stephanie Fitch/yes. Motion carried 6-0.

It was moved by Mr. Dickerson and seconded by Mr. Murphy to approve Lindsay Schreacke as Food Service Supervisor, effective November 30, 2023, at the annual salary of $4,820.40, to be pro-rated for the remainder of the 2023-24 school year. Roll Call: Jacob Murphy/yes; Luke Burling/yes; Linda Housewright/yes; Dillon Darbyshire/absent; Sean Dickerson/yes; Derrick Nelson/yes; Stephanie Fitch/yes. Motion carried 6-0.
