City of Pittsfield City Council met Jan. 2.

Here are the minutes provided by the council:

The regular meeting of the City Council of the City of Pittsfield, Pike County, Illinois, was held on Tuesday, January 02, 2024, at 6:00 p.m. The meeting was held in the Council Room at the Pittsfield City all at 215 N Monroe Street. The following officers were present: Mayor Gary Mendenhall, City Clerk Ann Moffit, and Alderman Bill Grimsley, Kevin Ketchum, Paul Lennon, Chris Little, Robert Ritchart, Beth White, Robert Wilson, and Kevin Wombles.

Alderman Ketchum moved to approve December 19, 2023, city council minutes. Alderwoman Lennon seconded the motion.

Roll Call: Yea: Grimsley, Ketchum, Little, Lennon, White, Wilson (6)

Nay: NONE (0)

Present: Ritchart (1)

The motion carried.

Mayor’s Announcements:

Mayor Mendenhall announced the following:

The closing on the Rumple property occurred on December 26, 2023. Re-zoning of the property will need to be addressed.

A meeting was held with a potential new business owner who is looking at a property in the newly acquired property that will be Industrial Park Plaza West.

There is a meeting on Thursday, January 4, 2024 in reference to a Road Use Agreement for the company that will be placing wind turbines within the county.

The walls are being erected at the Annex project.

The electrical and heating and cooling for the annex building will be out for bid with plumbing to be bid out soon.

The equipment yard sale did not have much success and will be set for re-bid next week.

Alderwoman White reported that the Finance Committee met today and reviewed the current budget reports. Additional discussion occurred about the burn pile fees. Research on other communities' practices will be done.

Alderman Wilson reported that the utility committee met today and learned from Utilities Superintendent Shane Allen that the 120 Water leadpipe identification is going well. Northwater representatives will be here on the 5th to discuss upgrades necessary for NARP compliance. An extension has been granted by the EPA. We now have three fully certified gas employees. An ICC representative will be here tomorrow for a review.

Alderwoman White moved to approve Ordinance No 1725 – Chicken Ordinance on its second reading, by title only.

Alderman Ketchum seconded the motion.

The motion carried.

Street Cutting Rate was tabled.

Industrial Plaza West – matter was tabled. Economic Development Committee will meet to determine cost for lot and report to council.

Alderman Ketchum moved to offer Pike County Storage the necessary 1/3 of an acre needed for their expansion, with Pike County Storage paying for the survey, and shared use storm water agreement. Alderman Lennon seconded the motion.

The motion carried.

Yard Sale items that were not bid on at the previous bid offer will be put our for bid again.

Alderman Ritchart moved to pay bills as stated by City Clerk.

Alderman Ketchum seconded the motion.

New Business:

Alderman Wombles asked if there was an update on the airport grants. We have not received an update from Hansen Engineering. Mayor Mendenhall asked Attorney Morris to review the Knapheide airport hanger lease agreement.

Alderman Little noted that AT&T has vacated their location in Pittsfield.

Chief Starman noted that Officer Rusty Camp has completed his field training and will now be patrolling on his own.

Mr. Phyl asked if our zoning map was current. The map will be reviewed.

Alderwoman Whtie moved to adjourn this meeting at 6:28 p.m.
