City of Macomb City Council met Jan. 2.

Here are the minutes provided by the council:

The Macomb City Council met in a regular session on Tuesday, January 2, 2024 at 5:15 p.m. in the Council Chambers in City Hall, 232 East Jackson Street, Macomb, IL.

PLEDGE

Mayor Inman led the pledge of allegiance.

ROLL CALL

City Clerk Renee Lotz called the roll, and the following Aldermen answered present: Justin Schuch, John Vigezzi, Byron Shabazz, Dave Dorsett, Don Wynn, and Dennis Moon. Six Aldermen being present, Mayor Inman declared a quorum for transaction of business. In addition to the Mayor, City Clerk and Aldermen, City Administrator Scott Coker, City Attorney Lisa Scalf, Chief of Police Jeff Hamer, CDC John Bannon, and Public Works Director Alice Ohrtmann were present. Alderman Ashley Katz was absent.

PUBLIC COMMENT

NONE

Items on consent agenda:

1. Minutes of the Macomb City Council meeting held on Monday, December 18, 2023, and the Committee of the Whole meeting held on Tuesday, December 26, 2023.

2. Monthly Report: Police Department for November.

CONSENT AGENDA ADOPTED

Alderman Moon moved, seconded by Alderman Wynn to adopt the consent agenda as published, on question being put, Aldermen Schuch, Vigezzi, Shabazz, Dorsett, Wynn, and Moon being all Aldermen voting “Aye” on roll call and no “Nay” votes on roll call, Mayor Inman declared the motion carried.

City Attorney Lisa Scalf presented the following ordinance for second reading and final action:

CONSIDERATION OF AN ORDINANCE TO CREATE A SPECIAL EVENT LIQUOR LICENSE FOR THE ST. PAUL TRIVIA NIGHT EVENT

APPROVE ORDINANCE NO.24-01

Alderman Vigezzi moved, seconded by Alderman Dorsett to approve an ordinance to create a special event liquor license for the St. Paul Trivia Night Event, on question being put, Aldermen Vigezzi, Shabazz, Dorsett, Wynn, Moon, and Schuch being all Aldermen voting “Aye” on roll call and no “Nay” votes on roll call, Mayor Inman declared the motion carried and the ordinance became Ordinance No. 24-01.

City Attorney Lisa Scalf presented the following ordinance for second reading and final action:

APPROVE ORDINANCE NO. 24-02

Alderman Dorsett moved, seconded by Alderman Wynn to approve an ordinance to create a special event liquor license for the Macomb Art Center’s Annual Battle of the Brushes Event, on question being put, Aldermen Shabazz, Dorsett, Wynn, Moon, Schuch, and Vigezzi being all Alderman voting “Aye” on roll call and no “Nay” votes on roll call, Mayor Inman declared the Motion carried and the ordinance became Ordinance No. 24-02.

City Attorney Lisa Scalf read the following resolution into record:

RESOLUTION

WHEREAS, the City of Macomb, is applying to the State of Illinois for a Community Development Block Grant (CDBG) grant,

WHEREAS, it is necessary that an application be made and agreement be entered into with the State of Illinois, and

WHEREAS, cost of the project are such that financial participation by the grantee is necessary in conjunction With CDBG funds.

NOW, THEREFORE, BE IT RESOLVED as follows:

1. That the City for a grant under the terms and conditions of the State of Illinois and shall enter into and Agree to the understandings and assurances contained in said application.

2. That the Mayor and City Clerk on behalf of the city of execute such documents and all other documents necessary for the carrying out of said application.

3. That the Mayor and City Clerk are authorized to provide such additional information as may be required to accomplish the obtaining of such grant.

4. That the City of Macomb does hereby commit funds from Water Sewer Fund in the amount of $259,287.00 for use in conjunction with an Illinois Community Development Block Grant, for an estimated total project cost of $1,759,287.00.

ADOPT RESOLUTION NO. 2024-01

Alderman Dorsett moved, seconded by Alderman Vigezzi to adopt the Support and Commitment of Local Funds for a Community Development Block Grant (CDBG) grant, on question being put, Aldermen Dorsett, Wynn, Moon, Schuch, Vigezzi, and Shabazz being all Aldermen voting “Aye” on roll call and no “Nay” votes on roll call, Mayor Inman declared the motion carried and the resolution was adopted and became Resolution No. 2024-01.

AUTHORIZE RETENTION BONUSES

Alderman Vigezzi moved, seconded by Alderman Shabazz to authorize ILETSB Retention Bonuses to sworn officers holding the rank of Lieutenant and above, on question being put, Aldermen Wynn, Moon, Schuch, Vigezzi, Shabazz, and Dorsett being all Aldermen voting “Aye” on roll call and no “Nay” votes on roll call, Mayor Inman declared the motion carried.

APPROVE GRANT SCRIBE $5550.00

Alderman Vigezzi moved, seconded by Alderman Shabazz to approve an agreement between the City of Macomb and “Grant Scribe” in the amount of $5,550.00 to make application for a bike path plan through the RAISE Grant Program, on question being put, Aldermen Moon, Schuch, Vigezzi, Shabazz, Dorsett, and Wynn being all Aldermen voting “Aye” on roll call and no “Nay” votes on roll call, Mayor Inman declared the motion carried.

COUNCIL ADJOURMENT

There being no further business before the council, Alderman Dorsett moved, seconded by Alderman Vigezzi to adjourn, all Aldermen voting “Aye” by voice vote, and no “Nay” votes, Mayor Inman declared the motion carried and they adjourned the meeting at 5:27 p.m.
