City of Barry City Council met Feb. 5.

Here are the minutes provided by the council:

Mayor Rennecker called the regular monthly meeting to order at 7 p.m. He then led all present in the Pledge of Allegiance. All elected officials were present except Debbie Harshman.

Justin Puterbaugh made a motion to approve the minutes from the January meeting and Bridget Cramsey seconded the motion. Motion carried with 5 ayes, 0 nays and 1 absent. Steve Schultz made a motion to approve payment of the bills and Marynel Corton seconded the motion. Motion carried with 5 ayes, 0 nays and 1 absent. Officer Ryan Rouse from the Pike County Sheriffs department gave the police report. There were two misdemeanor arrests and two traffic arrests.

Jeremy Walston gave the Public Works Directors report. They built picnic tables to be placed in Lafayette Park, removed snow and had three sewer taps. Sewer plant was doing really good until all the rain and snow.

Mayor Rennecker said we would like to sell the two dump trucks, old roller and bundle of generators. We have talked to Purple Wave online auctions about selling these items. They are a no reserve auction. We would also like to sell the “2021” Ford dump truck but prefer selling it ourselves. We need motion of support to go with Purple Wave Auction. Steve Schultz made a motion to go with Purple Wave to sell the items and Justin Puterbaugh seconded the motion. Motion carried with 5 ayes, 0 nays and 1 absent. Jeff Hogge gave the City Administrators report. He attended a water and sewer meeting with Terry Leahr and Max Middendorf and attended a TIF meeting. He took water samples to St. Louis for testing. Jeff also attended a special meeting on TIF, Police contract and demolition contract and finalized and submitted the Annual TIF report to the State Comptroller. He attended a Library Board meeting and said the library has had a big turn over this month with people coming in. The Library is averaging 900 books checked per month.

Mayor Rennecker talked about the TIF Intergovernmental Agreement with Western School. This is to allow $60,000 for construction of a greenhouse for the Western Ag program to be funded with TIF money. He said we need to pass a resolution in order to do this. Scott Harris made a motion to approve the resolution for $60,000 to be given to Western Ag program for a greenhouse and Marynel Corton seconded the motion. Roll call taken:

Motion carried with 5 ayes, 0 nays and 1 absent.

Mayor Rennecker said now we need to pass an agreement. Steve Schultz made a motion to go ahead with the Intergovernmental agreement with Western School and Justin Puterbaugh seconded the motion. Roll call taken:

Bridget Cramsey – yes

Debbie Harshman - absent

Scott Harris – yes

Motion carried with 5 ayes, 0 nays and 1 absent to accept the Intergovernmental agreement with Western School.

Mayor Rennecker said we have two donation requests, one from Western After- Prom and the other from New Philadelphia. Steve Schultz made a motion to donate $200 to the After-Prom and Marynel Corton seconded the motion. Motion carried with 5 ayes, 0 nays and 1 absent.

Marynel Corton made a motion to donate $250 for membership for New Philadelphia and Steve Schultz seconded the motion. Motion carried with 5 ayes, 0 nays and 1 absent. Mayor Rennecker stated the report on inspection of water tower has been completed. We will set a date later with water/sewer committee to go over details of report. Committee is Steve Schultz, Justin Puterbaugh & Bridget Cramsey. Max Middendorf and Shawn Rennecker will also meet with them on this.

Mayor Rennecker said he has had people making comments about semi parking on week-ends and there are concerns about parking by Baptist Church and side of road by Doctor’s office. Steve Schultz said it eliminates parking by the church for the people that attend church. Scott Harris said put up no overnight parking signs. Steve Schultz said to have written up so we can read and have no semi over night parking on Rodgers Street. This is tabled to next month’s meeting.

Mayor Rennecker talked about a SCADA system for the wells and tower. Max Middendorf explained how it would work and told about things that it does. It will collect data and monitor the system and make calls to city if things are not working and allows us to respond via computer instead of driving down to the wells. It will save critical information. The Council is interested in SCADA so Mayor Rennecker will pursue grant options.

Marynel Corton Made a motion at 8 p.m. to go into executive session and Steve Schultz seconded the motion.

Council returned from executive session at 8:20 p.m.

Council discussed the contract and will not provide a new squad car this time. Steve Schultz made a motion to accept the police contract as written continuant on hours and Marynel Corton seconded the motion. Roll call taken:

Bridget Cramsey – yes

Debbie Harshman – absent

Scott Harris – yes

Steve Schultz – yes

Motion carried with 5 ayes, 0 nays and 1 absent.

Steve Schultz made motion to adjourn at 8:22 p.m. and Bridget Cramsey seconded the motion.
