PUBLIC COMMENT – Citizens wishing to address the City Council on matters germane to the agenda of the meetings will be limited to Three (3) minutes and are asked to be brief and concise in making their remarks. Comments submitted by mail or email will not be read aloud but a copy will be provided to each member of the Council and made a part of the minutes.

1. Minutes of the Macomb City Council meeting held on Monday, June 17, 2024 and the Committee of the Whole meeting held on Monday, June 24, 2024.

UNFINISHED BUSINESS

1. Consideration of an Ordinance to Authorize the Issuance of Special Use Permit to Allow a Large Scale Solar Energy System in an AG-1 Agriculture Zoning District at the Property Located Northeast of the Intersection of US Highway 67 and US Highway 136 (12-000-343-00 and 12-000-344-00), Macomb, McDonough County, Illinois.

This ordinance will be presented for second reading and final action.

Upon request, petitioner asked council to table ordinance.

2. Consideration of an Ordinance to Amend Sections 15-214 and 15-216 of the Municipal Code of Macomb Related to Parking.

This ordinance will be presented for second reading and final action.

3. Consideration of an Ordinance Amending Chapter 17-197 of the Macomb Municipal Code Pertaining to Minor Subdivisions.

This ordinance will be presented for second reading and final action.

4. Consideration of an Ordinance to Vacate the South Portion of Alley Running North and South between East Carroll and East Calhoun Streets in Block 12 of Original Town, in the City of Macomb.

This ordinance will be presented for second reading and final action. Updated ordinance.

5. Other unfinished business.

1. Consideration to Approve Title Changes/Business Office Name Change.

This was discussed during budget process and at General Government Committee. Memo from Business Office Director Worley attached. Final action is in order.

2. Consideration to Approve an Agreement between the City of Macomb and Western Illinois Area Agency on Aging (WIAAA).

Memo from CDD Lambert attached along with the agreement. Final action is in order.

3. Consideration to Approve the Asbestos Remediation Proposal and Agreement from Jim Lavin Independent Contractor.

Memo from CDD Lambert attached. Final action is in order.

4. Consideration of an Ordinance to Authorize the Issuance of a Special Use Permit to Allow Boarding House in an R-4 Multiple Family Zoning District at 720 Wigwam Hollow Road, Macomb, McDonough County, Illinois.

A copy of ordinance attached. City Attorney Scalf will present for first reading.

5. Consideration of an Ordinance to Create a Special Event Liquor License for Macomb Arts Center’s “Select Works from the Art Collection of C.T. Vivian” Exhibit.

A copy of ordinance attached. City Attorney Scalf will present for first reading.

6. Consideration to Award Bid for the Burgess Lift Station to Laverdiere Construction, Inc. in the amount of $509,800.00.

7. Consideration to Approve the purchase of a 2024 Case DV26E Roller Drum Compactor for the Operations Division of Public Works.

8. Consideration to Approve an Extension Agreement between the City of Macomb and the Macomb Area Convention and Visitors Bureau (MACVB).
