City of Waverly City Council met June 4.

Here are the minutes provided by the council:

1. Call to Order and Roll Call.

Mayor Duewer called the meeting to order at 7:00 pm. Present were: Alderman Baines, Alderman Campbell, Alderman Lyons, Alderman Nagel and Alderman Smith. Absent was Alderwoman Robinette.

2. Pledge of Allegiance

3. Comments from the Floor

Deb Treece – the Council approved the request to close the alley behind the Wagon Wheel for events throughout the summer for a period not to exceed 2½ hours for each event.

Tammy Good – Special Events Liquor License (July 26 & 27) – the Council approved the Special Liquor License for the Waverly Community Angels to sponsor the beer tent during the Waverly Community Picnic.

Barry Austin - Lake property easement – Mr. Austin did not appear.

4. Approve Open Meeting Minutes from the May 07, 2024 Regular Meeting

Alderman Campbell moved, Second by Alderman Nagel to approve the minutes as presented. All present voted aye.

5. Approve the Reports of Clerk, Collector, Bookkeeper and Treasurer

Alderman Nagel moved, second by Alderman Smith to approve all reports as presented. All present voted aye.

6. Pay May Bills Due in June 2024

Alderman Nagel moved, second by Alderman Campbell to pay all bills as presented. All present voted aye.

7. Municipal

On-going discussion. Discussion and possible action regarding the Illinois Department of Transportation, State Route 104 Project. On-going discussion. As of August 2022, IDOT is responsible securing easement signatures. UPDATE: the City has reached out to State Senators and the Governor’s Office to get funding assistance. NO NEW MOVEMENT.

8. Finance

2nd Reading of Ordinance 24-02 – FY25 Appropriations – no changes were submitted, therefore the City Clerk will have to final ordinance ready for final approval at the July City Council meeting.

9. Parks, Lakes, and Recreation

On-going discussion. Discussion and possible action regarding the IDNR, Open Space Lands Acquisition and Development (OSLAD) grant process. Benton and Associates were approved to begin the OSLAD Grant Application in July 2023. This is an on-going project for one (1) to nine (9) years.

**NOTE: Greg Hillis, Benton and Associates submitted our grant application on September 15, 2023. The City of Waverly was NOT awarded the OSLAD grant for this year (2024)

Greg Hillis, Benton & Associates was present to discuss if the Council wants to pursue the OSLAD Grant for 2025. Benton and Associates will cover all the necessary costs for submission. The discussion was tabled until the July meeting. The deadline for submission is September 13, 2024.

On-going discussion. Discussion and possible approval of the 319 Grant for the Waverly Lake TMDL & Watershed Plan Implementation. Paperwork has been submitted David Souther, Illinois Environmental Protection Agency (IEPA). We have been approved to received $90,000. The process has begun, the Clerk will provide updates as they are received. The project is moving forward.

There were two (2) bids received for the Waverly Lake Shoreline Stabilization Project, which were opened from GH Marine, Decatur, Illinois and Boyle Excavating, Saybrook, Illinois. Alderman Smith moved, second by Alderman Lyons to accept the bid of $125,830.00 submitted by GH Marine, Decatur, Illinois. The work is scheduled to begin soon and the projected completion date is October 15, 2024. All pr4esent voted aye.

10. Police

Assistant Chief Divjak reported no unusual incidents during the month. Assistant Chief Divjak further stated that the Department could use more officers to assist with coverage.

11. Utilities, Streets and Alleys

Superintendent Lyons stated that Connor Berola has successfully passed all gas certifications required by the State of Illinois.

12. Committee Reports

Utility Committee met on May 21. Jaie Headen, Benton & Associates presented figures on water and sewer rates to assist the City during discussion regarding rate increases. The City is currently running deficit spending with regards to utilities due to the increase casts in chemicals, sludge removal and maintenance of a very old system. Further discussion will b held during the July meeting.

13. Zoning

No reports.

14. Old Business

None.

15. Executive Session: (i) The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the City; and (ii) Pending or threatened litigation affecting the City.

Alderman Campbell moved, second by Alderman Baines to enter Executive Session at 8:10 pm.

Alderman Nagel moved, second by Alderman Campbell to re-enter Open Session at 8:25 pm.

16. New Business

Discussion and possible action regarding part-time police officers. Alderman Nagle Moved, Second by Alderman Campbell to hire Tom Berola as a part-time office for the City of Waverly. All present voted aye. Mayor Duewer swore in Officer Berola.

17. Adjourn

Alderman Lyons moved, second by Alderman Smith to adjourn at 8:30 pm. All present voted aye.
